Crooksville Council Meeting Minutes,   Monday, December 19,           2016

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Hampton was absent. 

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve December Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve December Expense Adjustments to the 2016 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Clerk’s Reports for November was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve Mayor’s Report for November was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-85 paid bills and payroll was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-86 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-87 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PARK & RECREATION: Mayor Redfern reminded Council that we have the Park & Pool levy that will need put on the ballot again next year. Jan Baughman stated that this will begin processing this summer.

Mr. Mohler wanted Council to pay special attention to the income tax report and that it is about $6,000 more collected this year than last and we still have all of December.

SERVICE: Motion to approve Jobes Henderson’s proposal for Environmental Services for a Limited Phase I Hazardous, Toxic, and Radiologic Waste (HTWR) Investigation in the amount of $5,500 was made by Mr. Mohler and seconded by Mr. Locke. Tom Collins wanted Council to remember that the first proposal given by T&M was going to cost us $11,000. Motion carried.

Motion to approve submitting a ‘letter of intent’ for the ODOT Transportation Alternative Program (TAP) with a deadline of January 20, 2017 was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SAFETY: Jerry Marks was present to go over the Community Service Report for the year with Council. He explained what all was done as well as what still needed to be done. Council discussed house numbers being placed on the houses in town.

Motion to approve adding Trenda Papageorge to the Crooksville Police Auxiliary was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the nomination of Bill Hampton to the Volunteer Firefighters’ Dependent Fund was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the nomination of Chris Rice to the Volunteer Firefighters’ Dependent Fund was made by Mr. Mohler and seconded by Ms. Smith. Mr. Rice abstained. Motion carried. 

LEGISLATIVE: Motion to table the third reading of Ordinance 2574, an Ordinance Declaring Certain Real Property No Longer Needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Reservoirs 1 & 2) was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the third reading of Ordinance 2577, the 2017 Appropriations was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the third reading of Resolution 2016-81, a resolution approving the utilization by the Ohio Department of Transportation of certain Village property for bridge construction, without paying over compensation therefore was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2581, an Ordinance to amend the 2016 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Mr. Rice asked if the January meeting will be held on the 3rd since we will be closed on the 2nd. Mayor Redfern stated that it will and that there will be no meeting next week.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) for Personnel was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with no decisions made.

Motion to adjourn was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.
