Crooksville Council Meeting Minutes,   Tuesday, January 3         2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, and Ms. Driggs. Jan Baughman was present. Ms. Smith and Mr. Mohler were absent. Tom Collins was absent.

Dow Cannon was present to discuss with Council the problems he is having with the sewage at 428 Walnut Street. He stated that on December 17th his basement was flooded from his basement drain where the drain outside had backed up. He is asking the Village to pay his plumbing bill totaling $491.00 since it was our drain that caused this issue. Council explained that they will discuss this at the next workshop meeting and after talking to Mr. Collins about it.

Mr. Mohler is now present.

COUNCIL PRESIDENT: Motion was made by Mr. Hampton and seconded by Mr. Rice to elect Mr. Mohler as Council President. Mr. Mohler abstained. Motion carried.

VILLAGE SOLICITOR: Motion to reappoint Village Solicitor, Jan Baughman at a salaried wage of $17,280.00 annually was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

REPORTS: Motion to approve December Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried. 

PAID BILLS: Motion to approve Resolution 2017-1 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2017-2 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFERS: Motion to approve Resolution 2017-3 transferring funds was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve Resolution 2017-4, a resolution authorizing the Chief Fiscal Officer to issue blanket purchase orders for the year 2017 was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SERVICE: Motion to approve Trash Hauling Permit for Leckrone Sanitation was made by Mr. Rice and seconded by Mr. Mohler. Mr. Mohler asked if they had their updated insurance information submitted with it and Brittany explained that the only part they did not have was a count of their customers and they were working on that. Motion carried.

LEGISLATIVE: Motion to table the third reading of Ordinance 2574, an Ordinance Declaring Certain Real Property No Longer Needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Reservoirs 1 & 2) was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the first reading of Resolution 2017-5, authorizing the Fiscal Officer to request an advance on taxes collected by the Perry County Auditor was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to suspend the rules for Ordinance 2582, an Ordinance to amend the 2016 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

RULES OF COUNCIL: Motion to accept the Rules of Council was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

CEMETERY BOARD: A nomination for Chris Mohler to be elected to the Cemetery Board was made by Mr. Rice and seconded by Mr. Hampton. Mr. Mohler abstained. Motion carried.

OLD BUSINESS: Nothing. 

NEW BUSINESS: Nothing.

Mayor Redfern stated that Jamey Brannon stopped in to talk to him earlier today and is fixing up the Wiseman Building on the corner of Main Street and China Street. He is asking to close off two feet of the sidewalk to reface the front of the building for two to three weeks. Council stated that this was okay. 

Mayor Redfern explained that he spoke with Chief Hill who was going to try and make it to the meeting but couldn’t and that he would try to cone to the best workshop meeting in regards to raises for EMS and changes to the department he had in mind. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
