Crooksville Council Meeting Minutes   Monday, January 5,                          2015

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present.

COUNCIL PRESIDENT: A nomination was made by Mr. Rice and seconded by Mr. Hampton for Mr. Mohler as Council President. Roll call was taken with all members voting yes except Mr. Mohler who abstained. Motion carried.

VILLAGE SOLICITOR AND ENGINEER: Mr. Redfern made a motion to table the hire of Solicitor Jan Baughman at salaried wage of $17,280 annually and Engineer Tim Linn at $3,000 per year. Mr. Redfern stated that he feels their contracts need to be reviewed before this is approved. Motion failed.

Motion was made by Mr. Hampton and seconded by Mr. Rice to hire Solicitor Jan Baughman at salaried wage of $17,280 annually and Engineer Tim Linn at $3,000.00 per year. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS:  Motion to approve December revenue adjustments for the 2014 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Mayor’s Report for December was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-1 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-2 to be paid bills was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-3 transferring funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

A motion was made by Mr. Rice and seconded by Mr. Mohler to approve Resolution 2015-4, a resolution authorizing the Chief Fiscal Officer to issue blanket purchase orders for the year 2015. Motion carried.

As an FYI, Council has been given an updated debt payment schedule.

PARK & RECREATION: Mayor Lantz stated that he has $40.00 that a gentleman dropped off to him. Mr. Hampton stated that he had some money to give to Brittany as well.

SERVICE: Motion to approve trash hauling permit for Big “O” Refuse was made by Mr. Mohler and seconded by Mr. Rice. Mr. Mohler asked if they had all the required information. Brittany stated that these four that are on the agenda for being approved have all their required documents and have paid. Motion carried.

Motion to approve trash hauling permit for Leckrone Sanitation was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve trash hauling permit for BA Disposal was made by Mr. Mohler and seconded by Mr. Rice. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to approve trash hauling permit for Waste Management was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SAFETY:  Mayor Lantz stated that Fire/EMS Chief Ralph was present with an update for Fire and EMS. Ralph stated that for 2014 there were a total of 271 Fire runs for the year and 1670 runs for EMS. He informed Council about the trust money that was donated to Crooksville EMS of $33,000. Ralph stated that last week the engine went down and had to have emergency repair. This was sent to Fleet Masters and the total was $3,003.82. Council discussed with Ralph about the time expansion. Ralph feels that this should be made permanent. Mayor Lantz stated that once this is stated on paper then Council will vote on this.

Mayor Lantz stated that Police Chief Rodney Walters was next. Chief Walters gave a rundown of how many calls there were in the month of December as well as total for court receipts for Mayor’s Court. He stated that Officer Pat Corder has been put in charge of Community Service. Chief Walters stated that the auxiliary donated 240 hours in December. He stated that the striping on the cars are complete and are looking good. Chief Walters discussed the mutual aid agreement with Roseville and how well it is working. Mr. Redfern asked if it would be to our advantage to add a part time officer. Chief Walters thinks that this would be a good idea.

Motion to nominate Mr. Redfern and Mr. Hampton to board members for the Volunteer Firefighter’s Dependent Fund was made by Mr. Redfern and seconded by Mr. Hampton. Mr. Redfern abstained from voting for himself as did Mr. Hampton for his own nomination. Motion carried.

Motion to approve the hire of Pat Corder to Community Service Supervisor at $9.00/ hour for 16 hours effective today was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

Mr. Corder was present with a community service report for Council. He explained that there are 20 people with a total of 270 hours that still have community service hours to complete. Council was given a copy of the agreement he put together as well as the report. Mr. Redfern stated that if he can provide the reports each month and if he needs more hours then it may be able to be worked out.

Motion to approve Probation period of Rodney Walters and moving him to $16.50/ hour per agreement when hired as Police Chief effective 01/06/2015 was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

A motion to approve probation period of Joey Carr and moving him to $12.00/ hour per agreement when hired full time as Corporal, effective 01/07/2015 was made by Mr. Rice and seconded by Mr. Hampton. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

LEGISTLATIVE: Motion to accept the first reading of Resolution 2015-5, authorizing the Fiscal Officer to request an advance of taxes collected by the Perry County Auditor was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2509, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2510, an Ordinance amending the 2015 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

RULES OF COUNCIL: Motion to accept the rules of Council was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

CEMETERY BOARD: A nomination for Chris Mohler to be elected to the Cemetery Board was made by Mr. Rice and seconded by Mr. Hampton. Roll call was taken with all members voting yes except Mr. Mohler who abstained. Motion carried.

OTHER OLD BUSINESS: Mr. Redfern stated that he would like to go over the letter that was received from the Legion. He stated that they sent the Village a thank you letter for helping them figure out the problem with the storm drain.

NEW BUSINESS: Council was given an FYI that minimum wage went up to $8.10 per hour effective January 1, 2015.

Mr. Rice stated that he would like to discuss the red light on the corner of Main Street and Star Street. He feels that this needs but back up but higher because this is a safety hazard and someone is going to get severely hurt. This is a bad intersection and Council feels that this needs to go back up. Mr. Rice made a motion to get estimates on replacing the light and whatever else it takes to get this fixed and was seconded by Mr. Mohler. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Police Chief Rodney Walters wanted to commend Ralph’s EMS Department for taking care of a gentleman that had a massive coronary at the Dairy Mart. They brought him back and he lived for a few more days. Mr. Rice stated that the squad has been doing good work.

Mr. Rice stated that the climbing wall will be closed this Thursday and next Thursday. He stated that he had already contacted Donna to get this put on the cable channel.

Mr. Hampton thanked Tom Collins for Rick Dusenberry for where he painted in the hallway. He stated that it looked really nice and he did a good job and wanted Tom to let Rick know for him.
