Crooksville Council Meeting Minutes,   Monday, January 16                2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve Mayor’s Report for December as well as Year End was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve Clerk’s Reports for December was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

PAID BILLS: Motion to approve Resolution 2017-6 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2017-7 to be paid bills was made by Mr. Mohler and seconded by Ms. Smith. Motion carried. 

TRANSFERS: Motion to approve Resolution 2017-8 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

SERVICE: Motion to approve Trash Hauling Permit for Waste Management was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve General Services Contract with Jobes Henderson was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve 2017 Wage Increases as shown on Village Employee Wage Chart was made by Mr. Hampton and seconded by Ms. Smith. Motion carried.

LEGISLATIVE: Motion to table the third reading of Ordinance 2574, an Ordinance Declaring Certain Real Property No Longer Needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Reservoirs 1 & 2) was made by Mr. Mohler and seconded by Mr. Rice. Mr. Rice asked if they have to continually keep tabling it. Jan Baughman stated that since it is at a third reading Council should move on it and after a period of time, they need to restart the readings for this. Motion carried.

Motion to accept the second reading of Resolution 2017-5, authorizing the Fiscal Officer to request an advance on taxes collected by the Perry County Auditor was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

UTILITY: Motion to approve pumping 100 Septic Tanks for 2017 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to accept the first reading of Ordinance 2583, an Ordinance to waive Utility Rate Increase for 2017 was made by Mr. Mohler and seconded by Mr. Hampton. Jan stated that this will have to be an amendment to the original Ordinance and it will only be waived for 2017. Motion carried.

OLD BUSINESS: Nothing.

Mayor Redfern would like to thank the officers that helped work on the Police P&P manual and recommends having a 4 hour training session once this is complete to go over all the major changes that have happened.

NEW BUSINESS: Mr. Hampton feels that the Village employees should get Martin Luther King Day off as all the other major businesses have this off and makes it a struggle to get things done. Motion to add Martin Luther King to the list of holidays that the Village gets off paid was made by Mr. Hampton and seconded by Mr. Rice. Motion carried. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Motion to adjourn was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.
