Crooksville Council Meeting Minutes   Monday, February 2,                          2015

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Jan Baughman and Tom Collins were present.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

REPORTS:  Motion to approve February revenue adjustments for the 2015 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Mayor’s Reports for January was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-9 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-10 to be paid bills was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-11 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

A motion was made by Mr. Dennis to decrease the Mayor’s Pay from $11,000.00 to $7,200.00 per year and was seconded by Mr. Rice. Motion carried.

PARK & RECREATION: Mr. Redfern discussed the Nature Works grants available that we may want to consider for the Rec Center. They are mostly outdoor rec grants. Mr. Hampton stated that someone had taken a grinding rail and threw it through the pyramid at the bike park. Ms. Driggs stated that she enjoyed the climbing wall at the rec center.

SERVICE: Motion to accept contract with 93 Computers for computer service and sales was made by Mr. Mohler and seconded by Mr. Dennis. Mr. Redfern asked about the time frame for this. It was explained that this was basically to set the pay rate.  Motion carried.

Motion to approve trash hauling permit for Rock’s Hauling was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried. Mayor Lantz asked Police Chief Walters if he will get with Brittany on the trash haulers to try and get ahold of the ones that has not responded. Brittany explained that there was a few left. Chief Walters stated that he will be trying to get ahold of another trash hauler, Mr. Trash.

SAFETY:  Mayor Lantz stated that in regards to a clothing allowance for part time he will have to pull the Ordinance and see what it says. Police Chief Walters gave Council a breakdown report for January.

He also told Council that Pat Corder will be bringing an updated community service report the second business meeting in February. Chief Walters stated that the new car is back and looks great. He stated that the mandated training is met and the State will send an $80 check for each officer completing their training; for here that would be $880 that they will be sending. Chief Walters sent Jan a list of bikes that will need to be declared free so they can be donated to the church and should be able to get the bikes out of archives soon.

Motion to promote Joey Carr from Corporal to Sergeant with an increase of pay to $13.50 an hour was made by Mr. Rice and seconded by Mr. Dennis. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried. Chief Walters explained to Mr. Redfern the difference between Corporal and Sergeant and the main difference is rank. Mayor Lantz stated that they are doing away with the Corporal rank.

Council had been given a copy of the January Fire/EMS Runs Report.

Mayor Lantz stated that he had a requisition form for $1,120 for uniform pants for Fire/EMS that he knows nothing of. Brittany stated that this is from November. Mayor Lantz stated that he just wanted to bring it to Council’s attention.

LEGISTLATIVE: Motion to accept the third reading of Resolution 2015-5, authorizing the Fiscal Officer to request an advance of taxes collected by the Perry County Auditor was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to suspend the rules for Ordinance 2512, an Ordinance amending the 2014 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2513, an Ordinance amending the 2015 Budget as an emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

UTILITY: Douglas Gill (11711 Tunnel Hill Road) has applied for Temporary Termination of utilities- he is requesting the Flat Rate be retroactive to his first bill because he has had the work done since November but it was not inspected until mid-January. Brittany explained that the work order was made beginning of December but it was not checked until the middle of January. Motion was made by Mr. Mohler and seconded by Mr. Rice to make this flat rate back to the date of the work order, December 10th. Motion carried.

OTHER OLD BUSINESS: Mr. Rice asked Jan if she could stick around after meeting to discuss easements. Mayor Lantz stated that this can be discussed in executive session.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Mr. Redfern asked if Council wanted to set back any money for the Pool project for next year to try and get it fixed. He stated that we are going to apply for the nature grant but if we don’t get it we will still need to have the money. Council decided that we will revisit this after pool season is over.

EXECUTIVE SESSION: Motion to go into executive session for real estate was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
