Crooksville Council Meeting Minutes   Monday, February 3,    2014           

ROLL CALL:  Mr. Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Allen, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Jan Baughman was absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Redfern.  Motion carried.

PAID BILLS:  A motion to approve Resolution 2014-9 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-10 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton.  Motion carried.

TRANSFER:  A motion to approve Resolution 2014-11 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton.  Motion carried.

PARK & RECREATION COMMITTEE: Motion to approve the Pool Equipment Proposal to purchase two lifeguard stands and installation of two dive stands from O.P. Aquatics totaling $21,726.00 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mr. Mohler asked what was found out on the Rec Center refinancing. Tom Collins asked Jan Baughman to explain what she told him. She told him that she needs a little more information about why Council wants to do this. Mr. Hampton explained that Council wants to get out from under the regulations set up by the USDA. She stated that Council will need to solicit bids from banks and institutions and send letters to banks to see if they would be interested in helping us with the financing. Council discussed what all needs done to fix the Rec Center. Tom Collins stated that it is in need of care and maintenance. Mr. Rice stated that Council needs to do a walk through and see what all needs repaired. Mr. Redfern agreed with Mr. Rice that the Rec Center financing should be left as is. Tom Collins explained what all needs done to fix the Rec Center and if it isn’t worked on little by little, it is going to cost a large sum at once. Council discussed trying to get a levy for the Rec Center.

SERVICE COMMITTEE:  A motion was made by Mr. Rice and seconded by Mr. Mohler to accept the trash hauling permit for Colt Lundell Disposal. Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Rice to accept the trash hauling permit for Rock’s Hauling & Refuse. Motion carried.

Mayor Lantz asked if Council wanted leaf pickup to be included in the trash hauling contract. Mr. Redfern made a motion that leaf pickup not be included in the trash hauling contract and seconded by Mr. Rice. Motion carried.

SAFETY COMMITTEE: A motion was made by Mr. Rice and seconded by Mr. Mohler to solicit bids for EMS billing. Voting went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton no, Mr. Allen yes, Ms. Driggs no, Mr. Mohler yes. Final vote was left to Mayor Lantz to break the tie and his vote was yes. Motion carried.

BUILDING COMMITTEE: A motion was made to approve the sign permit Crooksville Eagles Aerie 1979 at 826 China Street by Mr. Mohler and seconded by Mr. Rice. Motion carried. 

LEGISLATIVE COMMITTEE:  A motion was made by Mr. Mohler and seconded by Mr. Hampton to accept the third reading of Resolution 2014-5, authorizing the Fiscal Officer to request an advance of taxes collected by the Perry County Auditor. Motion carried.

CEMETERY BOARD: Mr. Mohler stated that he will have the 2013 Cemetery Report for Council either by the last workshop meeting in February or the first meeting in March.

UTILITY: Mayor Lantz asked if Council wanted to discuss Guarantee Deposits before they vote on it. Mr. Mohler made a motion to table the discussion on doing away with Guarantee Deposits and Mr. Hampton seconded this motion. Vote went as follows: Mr. Rice no, Mr. Redfern no, Mr. Hampton yes, Mr. Allen yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried. Mayor Lantz stated that this discussion will be on the agenda for the next workshop meeting. Mr. Rice told Ms. Driggs to stop down and talk to Tom about Guarantee Deposits a little more for her to gain a better understanding.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Hampton stated that the employees are hard workers and he is proud of them. He likes the way the Village is going. Mayor Lantz told Mr. Hampton that he has done a good job with moving the basketball for the Rec Center out to the school.

Motion to approve pay increase to $15.00 per hour for Brittany Ross retro to February 1, 2014 was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

CITIZENS COMMENTS/COMPLAINTS: Mr. Redfern asked Council a question for a few people that was asking him questions about if Columbia Gas was going to reimburse for the water meter/lines breaking. Tom Collins stated that Columbia Gas will not reimburse for any water meters or lines breaking. He stated that he had got the answer from the insurance company for Columbia Gas.

Mr. Redfern stated that he has provided all of Council with a copy of the McConnelsville ordinance on weight limits on alleys for them to look at because he would like to discuss this at the next workshop meeting. Council discussed the weight on different trucks and how to determine the weight.
