Crooksville Council Meeting Minutes   Monday, February 16,                         2015

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Jan Baughman and Tom Collins were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS:  Motion to approve February revenue adjustments for the 2015 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Clerk’s Reports for January was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-12 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-13 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-14 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

A motion was made by Mr. Dennis to decrease Council’s monthly salary from $250.00 to $150.00 and was seconded by Mr. Redfern. Vote went as follows: Mr. Rice no, Mr. Redfern yes, Mr. Hampton no, Mr. Dennis yes, Ms. Driggs no, and Mr. Mohler no. Motion failed.

PARK & RECREATION: Mr. Hampton stated that Basketball would be done at the end of this month and there is a dance this weekend. Mr. Redfern discussed a grant available for the Rec Center and what has to be done and what it can be used for. Mayor Lantz stated that Tom has all the paperwork and that it is zero matching. It is for archery and has to do with handicap children. The deadline is June and it is up to $1,000 and Ken McCord could talk to Council about it.

Mr. Redfern wanted to make sure it was reflected in the minutes from last meeting about the Nature Works grant. Tom stated that we would have to wait until next year to get this one because it is too late. This would have matching funds.

SERVICE: Motion to approve trash hauling permit for Republic Services was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to declare the Red Chevrolet Utility Truck, White Chevrolet Meter Reader Truck, and the Black S-10 as Surplus was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SAFETY:  Community Service Supervisor Pat Corder was present to give Council an update on the community service hours. He stated that in January the Judge handed out over 92 hours of community service. He stated he sent out letters that had back community service from 2010, and he had 10 folders with property complaints and he was able to close 5 of them out. Corder stated that the car is moved off of Sand Street. There was also a complaint made and it had been taken care of. The process he has used was that he attends the court hearings so the people can schedule their time. He gives them 30 days to complete or they are back in court. Mayor Lantz thanked Corder for being out all night Friday Night. 

LEGISTLATIVE: Motion to suspend the rules for Ordinance 2515, an Ordinance amending the 2015 Budget and Appropriations as an emergency was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the first reading of Ordinance 2514, an Ordinance establishing the Unclaimed Monies Fund was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

UTILITY: Motion to approve using Terracon Consultants, Inc. for geotechnical engineering for water tank site as recommended by Alan Brown from IBI Group was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Ms. Driggs asked if someone wanted to make donations to the Fire Department, where would it need to be sent to. Mr. Redfern stated that it should be sent to the municipal building to Brittany to deposit.  Mayor Lantz stated that it needs to go through Brittany.

Brittany told Council that the same trust that gave Crooksville money for the EMS department before has given another $15,000 in donations. She doesn’t know if any more will come.

CITIZENS COMMENTS/ COMPLAINTS: Mr. Mohler explained that the bid process is starting for Wilson Street. Mayor Lantz told Mr. Wilson that the ad is in the paper for bids to start working on Wilson Street.

Mr. Rice stated that he would like to spend $100 on the climbing wall at the Rec Center for a piece of equipment. Mayor Lantz told him to put a req. form in and order it.
