Crooksville Council Meeting Minutes   Monday, March 6                     2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Jan Baughman was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

REPORTS: Motion to approve Revenue Adjustments to the 2017 Budget was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

CORRESPONDENCE AND MESSAGES: Mayor Redfern read the Developmental Disabilities Awareness Month Proclamation that the Village of Crooksville is proud to have March as the Developmental Disabilities Awareness Month.

Mayor Redfern stated that there was an Emergency Proclamation for Local Flooding that happened on March 1st, 2017. This was available for Council to look over. Ralph had provided Council with what all was done the day of the emergency flooding and evacuations that had to be made. Mayor Redfern stated that the Fire/EMS and Police did a good job of handling this.

Jan Baughman is now present.

PAID BILLS: A motion to approve Resolution 2017-16 paid bills and payroll was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-17 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFER: A motion to approve Resolution 2017-18 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SERVICE: Motion to approve Trash Hauling Permit for Rock’s Hauling & Refuse was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve purchase of Grizzly 18 HP Mosquito Sprayer from Clarke Mosquito for $12,000 split 60% Street, 20% Water and 20% Sewer was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

LEGISTLATIVE: Motion to approve Building Permit for NEPCO, LLC at 50 China Street pending approval by Mid-East Ohio Building Department was made by Mr. Hampton and seconded by Ms. Smith. Mr. Steve Schilling was present to explain to Council what he was doing to the building and giving the reasons why. The business he is performing requires a change to the elevation to be able to recycle materials and separate size, mesh, etc. This material, once completely recycled will be sold to Cerco as well as a few other places. This is gravity fed machinery and Derwacter & Associates is the structural engineer for this project. Motion carried.

Motion to accept the second reading of Ordinance 2584, an Ordinance Approving, Adopting, and Enacting American Legal Publishing’s Ohio Basic Code, 2017 Edition was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Corey Lewis discussed with Tom about the draining and what the weight of trucks that can be run across up there. Tom explained that he should be okay with a two ton truck, single axle preferably with a limit of 8 ton.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 121.22 (G) (1) for Personnel was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
