Crooksville Council Meeting Minutes   Monday, March 7,            2016   

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith and Mr. Mohler. Tom Collins was present. Ms. Driggs and Jan Baughman were absent.

Eileen Leuby with Mid-Ohio Regional Planning Commission was present to discuss with Council how they can benefit from joining. She explained what part of Ohio they cover and what they can offer for resources. They can help the Village look into some grants that may be available for any projects they would like to work towards. She stated that for the Village of Crooksville it would cost $67 a month. It was asked to be put on the workshop agenda to discuss the following week.

Ms. Driggs and Jan Baughman are now present.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

APPROVAL OF REPORTS: Motion to approve March Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

PAID BILLS:  A motion to approve Resolution 2016-16 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2016-17 to be paid bills was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

TRANSFER:  A motion to approve Resolution 2016-18 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PARK & RECREATION: Motion to accept the first reading of Ordinance 2554, an Ordinance to amend Ordinance no. 2437 of the Ordinances of the Village of Crooksville regulating municipal swimming pool was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SERVICE: Motion to award the Trash Hauling Contract for the Village of Crooksville as bid was made by Mr. Hampton and seconded by Ms. Driggs. Vote went as follows: Mr. Rice no, Mr. Locke abstained, Mr. Hampton yes, Ms. Smith no, Ms. Driggs yes, and Mr. Mohler yes. Ms. Baughman stated that there were enough votes to award the bid but with the Ordinance in the next step, if four out of six doesn’t vote yes, then it will fail. Motion carried.

SAFETY: TJ Glanemann presented the three new applicants for EMS. Nicole Hall, who is taking EMS basic now, Kyle Clark, who has basic EMT and Level 1 Fire, and Dustin Woolever, who has basic EMT were all present and introduced themselves to Council. Motion to accept all three applicants to Fire/EMS was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Police Chief Walters was present to introduce Johnny Loy who would like to join the Crooksville Police Auxiliary. John stated that he has 30 years’ experience and is retired from Licking County. Motion to accept Johnny Loy to the Police Auxiliary was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2553, an Ordinance approving, adopting and enacting American Legal Publishing’s Ohio Basic Code, 2016 Edition, as the code of Ordinances for the municipality of the Village of Crooksville as an Emergency was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

Motion to accept Ordinance 2553, an Ordinance approving, adopting and enacting American Legal Publishing’s Ohio Basic Code, 2016 Edition, as the code of Ordinances for the municipality of the Village of Crooksville as an Emergency was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

BUILDING: Motion to approve Building Permit for Stan Knox/ Just Track It, Inc. at 35 Main Street for tresses and a metal roof was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

UTILITY: Council has been given a copy of the Burr Oak bill for February. Mayor Redfern stated that there is still a leak and sooner we get the water line in, the better it will be.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS:  Dyrall Newlon was present to discuss with Council about soliciting donations for the Pottery Festival committee from businesses. He stated that this will happen about the 2nd week of April. Motion was made by Mr. Rice and was seconded by Ms. Smith for the Pottery Festival Committee to Solicit Donations from business. Motion carried.

Mr. Rice stated that he will have volunteers for the climbing wall when he coaches track. He stated that a couple of people have expressed interest for this and would like to know what information is needed for them to be able to do this. It was discussed about checking with Tom Maedke on what to do.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 121.22 (G) (3) Pending Litigation was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
