Crooksville Council Meeting Minutes   Monday, March 16,                         2015

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mayor Lantz was absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Mr. Redfern asked if in regards to Income Tax Star Ohio, should the same still be transferred each month or quit transferring? Brittany stated that this money also includes the amount for Wilson Street. Motion carried.

REPORTS:  Motion to approve March revenue adjustments for the 2015 Budget was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to approve Clerk’s Reports for February was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-18 paid bills and payroll was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-19 to be paid bills was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-20 transferring funds was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

SERVICE: Motion to decline the Trash Hauling Permit for Colt Lundell Disposal was made by Mr. Rice and seconded by Mr. Hampton. It was stated that his insurance is not adequate with what is required to haul in the Village. Mr. Rice stated that he would not be allowed to haul until he gets the required coverage. Motion carried. Police Chief Walters was asked to take care of letting Mr. Lundell know.

Motion to approve the recommendation from Linn Engineering to award the Contract to Paul Construction Co., for Wilson Street 2015 Retaining Wall Replacement project was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

A discussion on meeting with the Eagles on the 25th at 7:00 pm was brought up and it was decided to discuss more in depth at the following workshop. It was suggested that two people from Council go to represent the Village about the easements. Mr. Hampton stated that he approached them to discuss this initially about where the easement would cover.

LEGISTLATIVE: Motion to accept the third reading of Ordinance 2514, an Ordinance establishing the Unclaimed Monies Fund was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to accept the second reading of Ordinance 2516, an Ordinance Authorizing the Chief of Police to Contribute Certain Unclaimed Property to Nonprofit Organization was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to accept the second reading of Ordinance 2517, an Ordinance Establishing the Street Paving Debt Service Fund was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to accept the second reading of Ordinance 2518, an Ordinance Declaring Property Surplus, Obsolete, Unfit and Authorizing Discard to Police Auxiliary was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to accept the first reading of Ordinance 2520, an Ordinance Declaring Certain Property Surplus and Authorizing Its Sale was made by Mr. Redfern and seconded by Mr. Rice. This was noted that it is in regards to the three vehicles that the Village will no longer need.

Motion to accept the first reading of Ordinance 2521, an Ordinance Authorizing Participation in ODOT Cooperative Purchasing Program was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

CEMETERY BOARD: Mr. Mohler stated that he should have the 2014 Year End Report for the Cemetery for Council at the next workshop meeting. He stated that they are finishing it up.

UTILITY: Tom stated that Council needs to be thinking about the CDBG LMI Income Survey and will discuss at next workshop meeting. Council discussed a little on how this would be done and who would do this.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Police Chief Walters stated that he had the monthly report for Council and went over it. He stated that the auxiliary donated over 340 hours and 108 hours of this was Officer Calendine. Chief Walters stated that there are two training exercises set. $1,409 was collected in fines for February, which he felt was a little low due to being a short month.
