Crooksville Council Meeting Minutes   Monday, April 3                       2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Ms. Smith, and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Hampton and Ms. Driggs were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SOLICITOR LIST: Mayor Redfern explained to Jan that he would like to leave Walnut Street Properties as well as the Industrial Drive property on the agenda just as a reminder. Jan Baughman explained that she is just waiting on the lot survey for the tract next to Reed Station, the guarantee deposit questions were taken care of by her colleague, the Beaumont Building is being worked on and the Industrial Drive property is ongoing.

PAID BILLS: A motion to approve Resolution 2017-22 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-23 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFER: A motion to approve Resolution 2017-24 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PARK & RECREATION: Motion to accept the first reading of Resolution 2017-25, a Resolution to Request Auditor’s Certificate for Two Mill Renewal Levy, Municipal Park and Swimming Pool Purposes was made by Mr., Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Resolution 2017-26, a Resolution to Request Auditor’s Certificate for Three Mill Renewal Levy, Municipal Park and Pool Recreational Purposes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Ms. Driggs is now present.

SERVICE: Motion to accept the three year quote from AccuNet for Carbonite E2 Appliance for Server backup both locally and in the cloud totaling $5,397 from all funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Bids were accepted until 10:00 am today, April 3rd, 2017, as advertised in the Perry County Tribune for the 35 China Street Property.

Motion to accept PCCS Airfoils bid of $137,000 for the 35 China Street property, formerly known as the Elliott Building was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2586, an Ordinance Authorizing Sale of Municipal Property following bid; 35 China Street (“The Elliott Building”) was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve Jobes Henderson & Associates to advertise and seek bids for the Crooksville Water Improvement Project was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve a ‘Special’ meeting for May 22nd with the purpose to “tentatively award” the contract for the Crooksville Water Improvement Project as recommended by Jobes Henderson & Associates was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

UTILITY: Motion to suspend the rules for Resolution 2017-27, a Resolution assessing cost of Water and Sewer Charges and Declaring Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Police Chief Walters wanted to let Council know, although he did not want the recognition, that Bill Dennis donated four bikes to the Easter program.

Chief Walters spoke to Jan about the Policy and Procedure manual for the Police Department and letting her know that in the hiring policy they will need to change the wording for a person being able to be employed. He would like for her to look it over. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 121.22 (G) (2) for Real Estate was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with no decisions made.

Mayor Redfern explained that he would be emailing Council about rain water fee that will be discussed at the next workshop meeting and maybe look into putting in a couple basketball courts on the East and West side of town for kids that cannot go all the way to the Park.

ADJOURNMENT: A motion to adjourn was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.
