Crooksville Council Meeting Minutes   Monday, April 4,              2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present.

Mr. John Loomis, Keystone Street was present to request to vacate a Designated Village Street. Mr. Loomis explained to Council that 25’ of Brown Street was already vacated and the owner of 430 Keystone Street has this and he would like to see if the Village would vacate the other 25’ so he could gain ownership of this to go with his property since he uses this as his driveway. Council explained that they would look into this in further detail and would get back with him.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

REPORTS: Motion to approve Mayor’s Report for February and March was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS:  A motion to approve Resolution 2016-22 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2016-23 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFER:  A motion to approve Resolution 2016-24 transferring funds was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

PARK & RECREATION: Motion to accept the third reading of Ordinance 2554, an Ordinance to amend Ordinance no. 2437 of the Ordinances of the Village of Crooksville regulating municipal swimming pool was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to hire Peggy Higgins as Pool Manager at $8.75/ hour and Pamela Ebert as Assistant Pool Manager at $8.50/ hour was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SERVICE: Motion to approve the Building Permit for OHEFN (OH Exchange Facilities Network) to construct/ install a 120’ transport utility pole in the Public Right-Of-Way on China Street failed due to no action being taken. Mr. Mohler stated that Council had requested more information about this company and with his emails explaining more, it was no clearer than when it had started.

Motion to approve Trash Hauling Permit for Leckrone Sanitation was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

Motion to approve Pottery Festival Committee to Solicit Donations from Businesses within the Village of Crooksville was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

LEGISLATIVE: Motion to accept the first reading of Ordinance 2555, an Ordinance Declaring Certain Real Property no longer needed for any Municipal Purpose and Authorizing its Advertisement for Sale was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Resolution 2016-25, A Resolution Authorizing the Administrator to Execute Necessary Paperwork to Have the Village of Crooksville Join the Mid-Ohio Regional Planning Commission was made by Mr. Rice and seconded by Mr. Locke. Vote went as follows: Mr. Rice yes, Mr. Locke yes, Mr. Hampton no, Ms. Smith yes, Ms. Driggs yes, and Mr. Mohler no. Motion carried.

Motion to accept the first reading of Resolution 2016-26, A Resolution Authorizing Award and Execution of Contract for Exclusive Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Hampton and seconded by Mr. Mohler. Vote went as follows: Mr. Rice yes, Mr. Locke no, Mr. Hampton yes, Ms. Smith no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to accept the first reading of Ordinance 2556, an Ordinance for Exercise of Exclusive Authority to Provide for Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

UTILITY: Motion to suspend the rules for Resolution 2016-27, A Resolution Assessing Cost of Water and Sewer Charges and Declaring Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS:  Ruby Reed was present to discuss a complaint she had with the Crooksville Police. She explained her case and stated that there was another incident involving the same Police Officer. She is the Security Guard at PCC Airfoils and explained the traffic stop that they had done on PCC property. Officer Martin had called for Officer Reiss and both Officers were on this stop. She stated that she needed a copy of the Police Report due to the fact of this being on PCC Airfoils property. Her complaint was that they would not cooperate with her and that she feels that Officer Martin harasses her. Mayor Redfern stated that he will make sure she gets a copy of the police report for the incident that happened at PCC Airfoils. She feels that he follows her to work. Mayor Redfern stated that he will get this taken care of.

Mayor Redfern stated that he had a couple phone calls about burning on the North Side of town and investigated one. He stated that he had a signed burning permit but was burning things that are not allowed. The burning permit is only for cooking. The man argued with him about what was being burnt and the reason behind it. Mayor Redfern looked at the permit and could not read the signatures on it. The Fire Department and the Police Department sign off on these permits and both signed the paper but feel that the departments aren’t looking these places over. He stated that he does not want it to get to where everyone would have to bring the burning permit to Council for approval before they have a fire.

Ms. Smith asked about an incident with the Police Department where they let some guy go after they knew he broke into someone’s house. She also stated that there is a woman on State Street that parks on the corner and asked why she doesn’t get a ticket. If she would, maybe she would move her vehicle as you cannot see past it.
