Crooksville Council Meeting Minutes   Monday, April 17                       2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

APPROVAL OF REPORTS: Motion to approve Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve Clerk’s Reports for March was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve Mayor’s Report for March was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

SOLICITOR LIST: Mayor Redfern asked Solicitor Baughman if there were any updates on the Walnut Street properties or the Industrial Drive property. Jan explained that she was waiting to see if Ralph had gotten with an architect yet. Mayor Redfern let her know that Ralph had spoken to an architect and she stated that she just needs brought up to speed on this to see what we need to do next.

PAID BILLS: A motion to approve Resolution 2017-28 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-29 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFER: A motion to approve Resolution 2017-30 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Motion to accept the second reading of Resolution 2017-25, a Resolution to Request Auditor’s Certificate for Two Mill Renewal Levy, Municipal Park and Swimming Pool Purposes was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the second reading of Resolution 2017-26, a Resolution to Request Auditor’s Certificate for Three Mill Renewal Levy, Municipal Park and Pool Recreational Purposes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Resolution 2017-31, a Resolution authorizing submission of Nature Works Grant and declaring it an Emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mayor Redfern asked Council if someone could rent the shelter house for a family yard sale. Council stated that they did not want to start this.

SERVICE: Motion to accept the second reading of Ordinance 2586, an Ordinance Authorizing Sale of Municipal Property following bid; 35 China Street (“The Elliott Building”) was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Public Records Policy and Policy Poster for the Village of Crooksville was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion was made to establish a Village Storm Water Ordinance; making this a first reading for Ordinance 2588, was made by Mr. Rice and seconded by Mr. Locke. Solicitor Baughman was given the sample from the Village of Gambler to look over and help establish our rate structure and other important information. Motion carried.

SAFETY: Motion to approve adding Scott Hamilton to the Crooksville Police Auxiliary was made by Mr. Hampton and seconded by Mr. Mohler. Mr. Hamilton came up to the podium and gave a brief background. He used to work for the Sheriff’s Department and has retired. He stated that he would like to keep his commission and contribute to his town. Motion carried.

Motion to approve adding Donnie Abram to the Crooksville Volunteer Fire Department was made by Mr. Mohler and seconded by Mr. Rice. He moved into town from New Lexington. He already has his fire training in. Motion carried.

Motion to approve the purchase of fire equipment for Mr. Abram totaling approximately $2,500 was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

BUILDING: Motion to approve building permit for Lorenz and Julie Zehender for 130 Star Street for a fence was made by Mr. Mohler and seconded by Mr. Locke. Mayor Redfern stated that it has been checked off by our sewer department but that looking over the fence ordinance that is in place, there is no mention of a gate requirement. The sewer access is out front and the fence will be out back. Motion carried.

Motion to approve building permit for Ralph Lacey, Jr. for 131 Ridge Avenue for a storage shed was made by Mr. Mohler and seconded by Mr. Hampton. Mr. Mohler asked if this was pre built. That information was not given by the property owner. The sewer access will be in between this shed and the garage they have. Motion carried.

Motion to approve building permit for Star Abram for 61 S Buckeye Street for a fence was made by Mr. Mohler and seconded by Mr. Locke. Brittany explained that she had a prior building permit for a fence but her year time frame ran out. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2587, an Ordinance amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

OTHER OLD BUSINESS: Mr. Hampton brought up making Martin Luther King a holiday because he thought that it needed to be done by Ordinance. Solicitor Baughman explained that this would need to be an amendment to the manual to include this. She stated that she will get what is needed put together to get this taken care of.

Mr. Mohler asked to have Council’s blessing to have a Free Swim on June 24th for the 7th anniversary of the Community celebration. Motion to approve having Free Swim on June 24th was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
