Crooksville Council Meeting Minutes   Monday, April 18,              2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve Clerk’s Report for March was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PAID BILLS:  A motion to approve Resolution 2016-28 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2016-29 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFER:  A motion to approve Resolution 2016-30 transferring funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PARK & RECREATION: Motion to approve having open swim on June 25th for the Fireworks Celebration was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve summer free lunch program from June 6- July 29 to be held at the Crooksville Park from 11:30 – 12:00 for kids age 18 and under was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

SERVICE: Motion to approve Trash Hauling Permit for B.A. Disposal was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve Demolition Permit for Kurt Nichols at 404 East Main Street was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to vacate the lower end of West Brown Street was recalled as this has not been discussed and Council would like for the Solicitor to look further into this. Council stated that they would like to maintain a utility right of way with this.

Mr. Locke asked Mr. Loomis to discuss with Council about Christy Catalytics cleaning up their lot. Mr. Loomis stated that he will take pictures of what it looks like now and pictures of when it will be cleaned up and present Council with these. It was discussed on the lot next to them and getting this cleaned up.

SAFETY: Motion to approve adding Don Abrams and Patty Blackburn to Crooksville EMS was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to suspend the rules for Ordinance 2558, Mutual Aid agreement between the Village of Crooksville and the Village of Roseville for the Provision of Police Protection Services as an Emergency retro to November 1, 2015 was made by Mr. Rice and seconded by Ms. Driggs. Motion carried.

BUILDING: Motion to approve Building Permit for Star Abram at 61 S Buckeye Street for a Fence was made by Mr. Mohler and seconded by Mr. Rice. Mr. Mohler stated that we will need an access panel to be able to get in there if needed. Motion carried.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2555, an Ordinance Declaring Certain Real Property no longer needed for any Municipal Purpose and Authorizing its Advertisement for Sale was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to accept the second reading of Resolution 2016-25, A Resolution Authorizing the Administrator to Execute Necessary Paperwork to Have the Village of Crooksville Join the Mid-Ohio Regional Planning Commission was made by Mr. Rice and seconded by Mr. Hampton. Motion carried. Mayor Redfern explained that he, as well as Mr. Locke and Mr. Collins, went to a conference discussing parks and recreation for inner cities and gave them some ideas on how to make Villages healthier and better from young kids to the elderly.

Motion to accept the second reading of Resolution 2016-26, A Resolution Authorizing Award and Execution of Contract for Exclusive Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Rice and seconded by Mr. Mohler. Vote went as follows: Mr. Rice yes, Mr. Locke no, Mr. Hampton yes, Ms. Smith no, Ms. Driggs no, and Mr. Mohler yes. Due to a tie vote Mayor Redfern had to vote and he voted no. Motion failed.

Motion to accept the second reading of Ordinance 2556, an Ordinance for Exercise of Exclusive Authority to Provide for Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to suspend the rules for Resolution 2016-31, whereas the Village of Crooksville desires to apply for Appalachian Regional Commission Funds and Declaring an Emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mayor Redfern asked Mr. Mohler if he had a report from the Cemetery Board or not and he stated that he has one but not with him.

CITIZENS COMMENTS/ COMPLAINTS:  Ms. Smith stated that she asked Chief Walters about the stop signs. Mayor Redfern stated that we need to get the reflectors for the stop signs if nothing else. Ms. Smith stated that people run the stop sign at the end of Whitehouse Street quite often.

Jerry Marks was present to give Council an update and an overview of the community service as well as property maintenance that has been taken care of. He stated that they summoned 24 people into court. Mr. Marks has made a list of all non-compliance citizens and the Police Department is looking for them. They are doing their best to finish up their community service or pay their fines.

Mr. Rice stated that he received a complaint again about the old band room being trashed with all kinds of trash and junk cars. Mr. Marks will be adding this to his list and speak to him again. Mayor Redfern asked Jerry Marks if it would help if there was another guy helping him. He stated that it would not at this time; right now the officers just need to locate these people so it can be taken care of.

Police Chief Walters stated that Council should discuss the Volunteer Peace Officers Dependent Fund that needs set up because two members from Council will need to be on this board. It will be on the agenda for the next meeting. Jan Baughman stated that she will work on this for the next meeting. This will be composed of two members of Council, one member elected by the four members, so a citizen at large, and two police.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
