Crooksville Council Meeting Minutes   Monday, April 20,                            2015

 

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Dennis, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mayor Lantz was absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Mr. Hampton is now here.

REPORTS:  Motion to approve revenue adjustments to 2015 Budget for April was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

Motion to approve Clerk’s Reports for March was made by Mr. Rice and seconded by Mr. Redfern. Mr. Redfern asked about the Fire Levy Star Ohio money and where it went. Brittany explained that this was transferred from Star Ohio to General checking account and was on the transfer resolution from the previous month. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-24 paid bills and payroll was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-25 to be paid bills was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-26 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

SAFETY: Motion to approve adding Richard Cline to the Crooksville Police Auxiliary was made by Mr. Redfern and seconded by Mr. Dennis. Motion carried.

BUILDING: Motion to approve Building Permit for Chad Hall at 309 West Brown Street for a privacy fence was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

LEGISTLATIVE: Motion to accept the third reading of Ordinance 2520, an Ordinance Declaring Certain Property Surplus and Authorizing Its Sale was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to suspend the rules for Ordinance 2522, an Ordinance Amending Ordinance No. 2184, Regulating Trash and Refuse Collection in the Village of Crooksville, Perry County, Ohio, and declaring it an Emergency was made by Mr. Redfern and seconded by Mr. Rice. This is for the increased insurance coverage as well as naming the Village as additional insured. Motion carried.

Motion to accept Ordinance 2522, an Ordinance Amending Ordinance No. 2184, Regulating Trash and Refuse Collection in the Village of Crooksville, Perry County, Ohio, and declaring it an Emergency was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

Motion to suspend the rules for Ordinance 2523, an Ordinance Approving, Adopting, and Enacting American Legal Publishing’s Ohio Basic Code, 2015 Edition and declaring it an Emergency was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

CEMETERY BOARD: Mr. Mohler stated that he will have the 2014 Cemetery Report at the next workshop meeting.

UTILITY: Motion to hire Levi Dickerson, Class I certified operator at $16/ hour and $16.50 after satisfactory 6 month probationary period and 2 weeks’ vacation after the first year was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS:  Tom asked if Council and Police Chief Walters wanted to discuss with Jan while she was there about combining the Mayor’s Court for Crooksville and Roseville. Chief Walters stated that there would be no mixing of money and there would still be two different dockets, just in the same room. Jan advised against this as a conflict could arise. She stated that there would also be a jurisdiction issue.

Police Chief Walters also explained to Council about declaring the 2009 Cruiser surplus because it needs a lot of work done to fix. A gentleman that set the cruisers up wants this specific cruiser. He did approximately $2,300 worth of work and said that if he got that cruiser, then he would like to have that cruiser and would not charge us for the work he completed. Jan stated that she would try to work something up for this.

Mr. Redfern asked to put on the agenda for the next workshop a discussion for one trash hauler for the Village. He stated that he has a copy of the bid documents for New Lex and they discussed getting one from South Zanesville.

Chief Walters asked Tom if he had discussed with Council about the noxious weeds ordinance. Tom stated that this would be discussed at the next workshop meeting. Tom stated that this was a good one and asked Chief Walters where he got this Ordinance from. Chief Walters stated that he received this from Chief Slack in Roseville.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
