Crooksville Council Meeting Minutes   Monday, May 1                          2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, and Ms. Driggs and. Tom Collins and Jan Baughman were present. Ms. Smith and Mr. Mohler were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

APPROVAL OF REPORTS: Motion to approve May Revenue Adjustments to the 2017 Budget was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Mr. Mohler is now present.

Motion to approve May Expense Adjustments to the 2017 Appropriations was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

SOLICITOR LIST: Jan stated that she still needs to reach Ms. Hutchins and still needs to speak with Ralph regarding what he found out from Pat Kelly. Mayor Redfern stated that Chief Hill is checking funding sources.

PAID BILLS: A motion to approve Resolution 2017-32 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-33 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFER: A motion to approve Resolution 2017-34 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

PARK & RECREATION: Motion to accept the third reading of Resolution 2017-25, a Resolution to Request Auditor’s Certificate for Two Mill Renewal Levy, Municipal Park and Swimming Pool Purposes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve hiring Peggy Higgins as Pool Manager at $9.00/ hour for the 2017 Pool Season was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to hire all lifeguards for the 2017 Pool Season at $8.15/ hour was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

SERVICE: Motion to accept the third reading of Ordinance 2586, an Ordinance Authorizing Sale of Municipal Property following bid; 35 China Street (“The Elliott Building”) was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SAFETY: Police Chief Walters was present to go over the Police Reports from March and April. He explained that the charts on these reports do not break down the same as the reports presented to Council before as traffic offenses. This would include stop sign tickets, etc.

BUILDING: Motion to approve building permit for Michael & Jacqueline Post at 559 Washington Street for a porch that was extended out was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2588, an Ordinance Establishing Village Storm Water Fees was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to suspend the rules for Ordinance 2589, an Ordinance amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) for personnel was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with decisions made.

Peggy Higgins was present to discuss with Council about the hours for the Pool. She explained that Wet n Wild will be held August 11th since the staff at the school goes back August 14th and students on the 17th. She would like to drop the hours until 7 pm but Mr. Hampton does not agree with cutting the hours. It was decided that the hours would stay the same, from noon to 8pm.

Peggy Higgins made a recommendation that Mia Dalrymple be hired as the Assistant Manager at $8.75/ hour. Motion was made by Mr. Rice and seconded by Mr. Mohler to hire Mia Dalrymple. Motion carried.

It was discussed about the opening date and what needed to be done to the pool before it opens. Peggy suggested having the lifeguards help get the pool cleaned and ready to open. It was discussed about the Pepsi machine that sits down at the pool that does not work. Mayor Redfern stated that he will get a hold of Pepsi and see if there is a contract in place.

Mr. Rice asked Brittany to put on the Village website that the climbing wall will be closed after May 11th until further notice.
