Crooksville Council Meeting Minutes Monday, May 5, 2014
ROLL CALL: Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mayor Lantz, Mr. Hampton, and Mr. Allen were absent.
MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.
REPORTS: Motion to approve May revenue adjustments for the 2014 Budget was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

PAID BILLS: A motion to approve Resolution 2014-30 paid bills and payroll was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.
TO BE PAID BILLS: A motion to approve Resolution 2014-31 to be paid bills was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.
TRANSFER: A motion to approve Resolution 2014-32 transferring funds was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.
PARK & RECREATION COMMITTEE: A motion to approve Peggy Higgins as Pool Manager at $8.75/ hour was made by Mr. Rice and seconded by Mr. Hampton. Mr. Redfern asked if this was okay with Peggy on what she will be making. Motion carried.
A motion was made to approve Melissa Dennis as Assistant Pool Manager at $8.50/ hour was made by Mr. Hampton and seconded by Mr. Rice. Mr. Redfern questioned the pay in reference to the pay scale and if this was okay or if this has to be amended before they can be paid this wage. Jan Baughman stated that she thought it was within a range that was set and if this amount was within that range, nothing has to be changed. Jan looked at the ordinance with the pay scale and stated that this is within the range for Pool Manager and Assistant Pool Manager. Motion carried.
SAFETY COMMITTEE: Seth Marolt and Dominique Pletcher were present and Mr. Mohler stated that the BCI’s came back and they were favorable. These two would only be joining the Fire Department. A motion was made to accept these two to the Fire Department by Mr. Rice and seconded by Mr. Hampton. Motion carried.
LEGISLATIVE COMMITTEE: A motion was made by Mr. Rice and seconded by Mr. Redfern to accept the third reading of Resolution 2014-25, a resolution authorizing request for Auditor’s Certificate. Motion carried.

A motion was made to suspend the rules for Ordinance 2489, an Ordinance amending the 2014 Budget as an emergency by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Mr. Redfern asked why this has to be done as an emergency. Brittany responded that these changes have to be fixed before the end of the month to avoid negative line items and three readings would carry over in to the next month.
A motion was made by Mr. Hampton and seconded by Mr. Rice to accept Resolution 2014-33, a resolution to approve bridge inspection program services performed by ODOT. Motion carried.
UTILITY: A motion was made by Mr. Hampton and seconded by Mr. Redfern to approve the probation period of Kathy Stalter and move her to $10.00/hour per agreement when hired. Motion carried.
OTHER OLD BUSINESS: Mr. Hampton asked if there was a resolution that needed to be done for the aggregation. Mr. Mohler stated that this needs to be given to Jan to look over. Mr. Redfern stated that he thought he had sent this to Jan for her to look at. Jan stated that she did not receive it so Mr. Redfern gave her his copy of all of the information needed to do this and explained to her what it was regarding. This was in regards to the electric and natural gas aggregation with ACE. Council explained this to the citizens present in further detail.
NEW BUSINESS: Misty Reed was present and wanted to see what she needed to do in order to put a 2004 trailer in on Industrial Drive or in town. Mr. Mohler stated that she needed to get an application, pictures of the trailer and the application fee. She asked how long this will take. Mr. Mohler stated that in order to get this approved for this month she will need to have it in before the next council meeting.
CITIZENS COMMENTS/ COMPLAINTS: Nothing.
EXECUTIVE SESSION: A motion was made by Mr. Rice and seconded by Mr. Redfern to go into executive session per ORC 121.22 (G) (1) Personnel. Motion carried.
Council is out of executive session with decisions made.
Mr.. Mohler stated that it is under the recommendation of the Mayor that we accept the resignation of Chief Tysinger effective June 2, 2014. A motion was made by Mr. Rice and seconded by Mr. Redfern to accept Police Chief Brent Tysinger’s resignation as of June 2, 2014. Motion carried.
It was also under the recommendation of the Mayor to make Rodney Walters interim Police Chief at $15.00/ hour. A motion was made to appoint Rodney Walters as interim Police Chief at $15.00/ hour. Motion carried.
Mr. Mohler stated that it was also under the recommendation of the Mayor to recommend Joey Carr to be put on the Police Department temporarily at 36 hours a week to assist in fulfilling outgoing Chief Tysinger and Wisecarver’s shift. Mr. Redfern stated that when Joey was a previous employee, he up and left and it was not appreciated because this hurt the Village. A motion was made by Mr. Rice and seconded by Mr. Hampton to accept Joey Carr to the Police Department temporarily at 36 hours per week. The vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.
ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
Brian Watts was present with a complaint. He stated that his neighbor’s yard has trash, junk vehicles, the house looks like a dump and the grass is sky high. He stated that the Village has sent him letters and he will move things from one side to the other. There is a bad smell from this and another neighbor stated that a rat came from his property and she was scared. Interim Police Chief Rodney Walters stated that he will take care of this in the morning.
Mr.. Redfern asked if this house was on the list previously of houses that Dallas Taylor was taking care of trying to get the owner’s to clean up. Dallas stated that it was. Brian Watts stated that he just wanted to see if something can be done about this. He stated that he thought there was an Ordinance stating that you could not have junk vehicles in your yard that does not have license plates. The Police Officers stated that as long as they have covers over them, this is allowed. Mr. Watts stated that the last time there was a rat problem he put blue death under his house to try and get rid of them.
Mr. Mohler stated that Council has already adjourned.
