Crooksville Council Meeting Minutes   Monday, May 16,                 2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins was present. Jan Baughman was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve Mayor’s Report for April was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve Clerk’s Reports for April was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS:  A motion to approve Resolution 2016-36 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2016-37 to be paid bills was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TRANSFER:  A motion to approve Resolution 2016-38 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Anchor Church is requesting permission to use Reed Station for a Community Yard Sale on June 4th from 9-3. Motion was made to allow Anchor Church to use Reed Station by Mr. Mohler and seconded by Ms. Smith. They were asked to make sure they show proof of event insurance. Motion carried.

SERVICE: Motion to approve Demolition Permit for Wells Fargo Bank at 122 Mill Street was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Lou-Ann & Kenny Presgrave were present to discuss with Council about the alley running through their property being abandoned back when the Sewage System went in. They asked if this could be done so that if they wanted to sell their property, it would not be split since there was a right of way easement gave to the Village. Council stated that they will have this researched and will get back to them.

SAFETY: Mayor Redfern stated that the Fire/EMS Chief had to work so he would not be present and he had nothing else to discuss under safety.

LEGISLATIVE: Motion to accept the second reading of Resolution 2016-35, a Resolution Establishing Volunteer Peace Officers Dependent Fund Board was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2557, an Ordinance Vacating a Portion of Brown Street in the Terrace Addition of the Village of Crooksville, Perry County, Ohio was made by Mr. Mohler and seconded by Mr. Locke. It was asked that this be revised to make sure that it reflects West Brown Street. This was noted and will be revised. Council discussed with Mr. Loomis on who will be paying for the survey to be done, so this can be completed and recorded. Motion carried.

Motion to suspend the rules for Resolution 2016-39, a Resolution Authorizing Participating in the ODOT Winter Contract (018-17) For Road Salt and Declaring an Emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

OLD BUSINESS: Mr. Locke asked how many trash haulers has filed their trash hauling permits as was required by April 15th. Brittany stated that only three has been approved. Mayor Redfern stated that he will take care of this first thing in the morning.

NEW BUSINESS: Ms. Smith asked if Mayor Redfern asked if he had heard anything about the complaint she received about the truck being parked on the Village Street. Mayor Redfern stated that he will get this taken care of.

Mr. Rice stated that he received a complaint once again on the old band building. Mayor Redfern stated that they had driven by that property earlier and it is on the list as well as several other places. Mayor Redfern stated that he will be going out this week with Mr. Collins and recording and photographing properties that are not in compliance with Village or State law.

CITIZENS COMMENTS/ COMPLAINTS:  Mayor Redfern explained to Mr. McClain that he went up and looked at Wilson Street when it was pouring down rain and that the Village is going to get it taken care of. The road is being ate away because the water is not draining correctly.
