Crooksville Council Meeting Minutes Monday, May 18, 2015
ROLL CALL: Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Dennis, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mr. Hampton was absent.
Representatives from Anchor Church were present to discuss the property on Sand Street. He stated that they are planning on tearing down the house that has Asbestos siding that would cost approximately $2,500 and would like to see if the $500 fee for utility abandonment could be waived or lowered at all. Mr. Rice stated that Council would have to go through the rules and discuss this at the workshop meeting next week.
MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
REPORTS: Motion to approve Clerk’s Reports for April was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
PAID BILLS: A motion to approve Resolution 2015-31 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
TO BE PAID BILLS: A motion to approve Resolution 2015-32 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
TRANSFER: A motion to approve Resolution 2015-33 transferring funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
SAFETY: Motion to approve the 6 month probationary period for Bryan Alexander with pay increase to $11.00 per hour was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.
Fire/EMS Chief Ralph Hill was present to discuss with Council the updates for Fire and EMS. He stated that he received a letter today from the State stating that he received a $10,000 grant for SCBAs and would like to purchase six of these air paks to start out. He stated that once this grant is taken we will have to use $12,416 from Fire Levy Star Ohio to pay for the rest.
Chief Hill stated that this is the 8th year for paid EMS that has not had a pay increase and he would like to increase to $8.50, $9.50, and10.50. He stated that he had received three new applications. These wages are competitive for this area.
Motion to approve the transfer of $12,416 from Fire Levy Star Ohio to Fire Levy was made by Mr. Redfern and seconded by Mr. Dennis. Motion carried.
Motion to approve the increase of EMS pay rates to $8.50, $9.50, and $10.50 was made by Mr. Redfern and seconded by Mr. Dennis effective next pay period. Mr. Rice asked what the three levels represented. Chief Hill explained that the lowest level is Basic EMT, next is the intermediate EMT, and the highest level is paramedic. Each of these requires so much training every three years. For Basic it is 60+ hours as well as CPR, Intermediate is 75 hours plus CPR, and Paramedic is up to 125 hours for State Mandated training and does not include CPR or a few other classes that have to be taken. Motion carried.
BUILDING: Motion to approve Building Permit for James Shonk at 523 Pine Street was made by Mr. Rice and seconded by Mr. Mohler. This is for a new garage and Mayor Lantz stated that this has all been checked out. Motion carried.
LEGISLATIVE: Motion to suspend the rules for Ordinance 2525, an Ordinance Amending the 2015 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2526, an Ordinance Establishing the Waterline Replacement Design Debt Service Reserve Fund was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.
OTHER OLD BUSINESS: Mr. Redfern brought up Carla from the Southeast Ohio Food bank and asked Council if it was okay if she used the Rec Center. Tom stated that he feels it will be no problem now that the preschool is no longer there and that now it is basically driving through. There are approximately 100-120 people that they do this for. Ms. Driggs asked how this would work if they were all lined up and would have to move things around to accommodate and show people what to do.
NEW BUSINESS: Fire/EMS Chief Ralph Hill stated that they started the surveys this week.
Mayor Lantz stated that summer lunches will be done again this year. He stated that he will let Council know the details after his wife has her meeting.
Mr. Redfern stated that he would like to put on the workshop agenda for next week about discussing the Anchor Church abandonment fee issue as well as the Income Tax Star Ohio fund and pay raises for employees.
Mayor Lantz stated that the workshop meeting next week will be held on Tuesday due to Memorial Day.
