Crooksville Council Meeting Minutes   Monday, June 1,                              2015

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Mr. Hampton and Jan Baughman were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Dennis and seconded by Mr. Rice. Motion carried.

Mayor Lantz stated that he will have the Mayor’s Report available for Council at the next meeting because Tracy is on vacation.

REPORTS:  Motion to approve June revenue adjustments was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-34 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried. Mr. Redfern asked if the port-o-let bill was for every month and Tom replied that it does.

TO BE PAID BILLS:  A motion to approve Resolution 2015-35 to be paid bills was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-36 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Motion to put $3,000 a month back into the Star Ohio Park & Pool fund for baby pool repairs was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

SERVICE: Motion to approve trash hauling permit for Boyd’s Sanitation was made by Mr. Mohler and seconded by Mr. Dennis. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Dennis no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to approve the pay increases as discussed at Workshop and outlined in Exhibit A, Attached was made by Mr. Dennis and seconded by Mr. Rice. Motion carried.

SAFETY: Mark Dalrymple was present to discuss Fire/EMS with Council. He stated that they spoke with Bearfield Township Trustees and have approved putting on the ballot for 1 mill.

Mark stated that there was a new guy present that would like to join the Crooksville EMS. Anthony Salamoney introduced himself to Council and stated that at the moment he would like to just join the EMS side. Ralph currently has his application and Mayor Lantz decided to look over his application before making a decision.

BUILDING: Motion to approve Building Permit for James Ellis at 124 Vaughn Street was made by Mr. Rice and seconded by Mr. Mohler. This will be a storage shed, playhouse, and a fence. Everything checked out good. Motion carried.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2526, an Ordinance Establishing the Waterline Replacement Design Debt Service Reserve Fund was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to suspend the rules for Ordinance 2527, an Ordinance Amending the 2015 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Resolution 2015-37, a Resolution Assessing Cost of Water Charges and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

UTILITY: Motion to approve The Anchor Church paying $250 for utility abandonment permit for the place on Sand Street was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve the no fee permit for Todd Gotke for water service termination was made by Mr. Mohler and seconded by Mr. Rice. Mayor Lantz stated that this is the one that is out of town. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Dennis no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

OTHER OLD BUSINESS: Nothing.  Mayor Lantz asked Police Chief Walters if he had anything. He replied that he did not.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS:  Mary Bray was present to discuss with Council about having dumpsters on the street. She stated that she had a dumpster to clean out her home and it took her a while to clear it out and that her neighbor didn’t approve of this and he made sure that it would move. She stated that she was told dumpsters are not allowed to be on the street and on Main Street there is one sitting there that is quite large and that this is not fair. Mr. Redfern stated that she came to his house about this dumpster being there. He stated that he discussed with the Police Chief about this dumpster on Main Street. Mary feels that the councilman used his seat to get hers moved right away. She stated that the EMS is wonderful and without them she would not be alive. Mary stated that she feels he uses his seat in this town to do what he wants. This was discussed in further detail.

It was discussed about the trash bill going on the water bill. Mayor Lantz stated that this is being discussed. Mr. Mohler explained this in further detail. They discussed what is happening to the alleys because of all of the trash haulers using them. Shelly from BA Disposal discussed why all of these trash haulers are coming to Crooksville. She stated that now they are using the dump on Tunnel Hill Road and since they go through here they are going to get business to make it worth their time. Trash hauling and having one trash hauler was discussed. Tom stated that he would like a legal opinion on limiting the trucks. Council also discussed having the Village’s own people picking up trash and how much it would cost for these trucks.

Marie Campbell asked about the trash haulers and eliminating them and how this would affect the money spent at the restaurants and places in town. She asked about the water rates being raised. Mr. Redfern stated that he wants to correct what he said earlier about the water rates going up in July because they are not going to go up until January.
