Crooksville Council Meeting Minutes   Monday, June 2, 2014

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton and Ms. Driggs. Jan Baughman and Tom Collins were present. Mayor Lantz and Mr. Allen were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

Mr. Redfern questioned if the trailer for Misty and Eric Reed meets the ten year requirement. Mr. Mohler stated that this did.

REPORTS: Motion to approve June revenue adjustments for the 2014 Budget was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

Motion to approve June expense adjustments for the 2014 Appropriations was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

PAID BILLS:  A motion to approve Resolution 2014-38 paid bills and payroll was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-39 to be paid bills was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

TRANSFER:  A motion to approve Resolution 2014-40 transferring funds was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

PARK & RECREATION COMMITTEE: Motion to accept the second reading of Resolution 2014-37, Resolution declaring necessity for levy of tax in excess of Ten Mill Limitation was made by Mr. Rice and seconded by Mr. Hampton. Mr. Mohler explained that this is the renewal levy. Motion carried.

SERVICE COMMITTEE: Motion to approve Noise permit for Kim’s Ice Cream at 213 China Street for the following days: June 7, June 14, June 21, June 28, July 12, July 26, and August 2 from 7:00pm to 8:30pm was made by Mr. Hampton and seconded by Mr. Rice. Mr. Mohler explained that this is their summer concert with various groups. Motion carried.

LEGISLATIVE COMMITTEE:  A motion was made by Mr. Rice and seconded by Mr. Hampton to suspend the rules for Ordinance 2491, an Ordinance to amend the 2014 Appropriations as an emergency. Motion carried.

Motion was made by Mr. Rice and seconded by Mr. Redfern to accept the second reading of Ordinance 2492, an Ordinance authorizing all actions necessary to effectuate an opt-out electric service aggregation program pursuant to Ohio Revised Code 4928.20; and directing the Perry County Board of Elections to submit the ballot question to the electors; and authorizing an agreement with an agent for such purposes. Motion carried.

Motion was made by Mr. Rice and seconded by Mr. Redfern to accept the second reading of Ordinance 2493, an Ordinance authorizing all actions necessary to effectuate an opt-out gas service aggregation program pursuant to Ohio Revised Code 4929.26; and directing the Perry County Board of Elections to submit the ballot question to the electors; and authorizing an agreement with an agent for such purposes. Motion carried.

A motion was made by Mr. Rice and seconded by Mr. Hampton to accept Ordinance 2494, an Ordinance to amend the 2014 Budget as an emergency. Motion carried.

UTILITY: A motion was made by Mr. Rice and seconded by Mr. Redfern to accept the resignation of Neil Hutchins effective June 21, 2014. Mr. Mohler read the letter from Neil to Council explaining his last day would be June 20 and thanking everyone. Motion carried.

Brittany Ross explained to Council that they have been given a copy of the new water/sewer rates from Lisa. Brittany explained that these rates are for the June bills that will be sent out in July.

OTHER OLD BUSINESS: Mr. Mohler stated that Misty Reed’s trailer permit will be for a different location from Industrial Drive to 385 Elva Street. Mr. Mohler stated that the paperwork needs corrected. Brittany explained that she has already received the trailer permit fee and the title if Council would like to look at. Mr. Mohler gave the picture of her trailer to Mr. Redfern to look at since he wasn’t present to see it at the previous meeting. A Motion was made by Mr. Hampton and seconded by Ms. Driggs to amend the Trailer Permit for Misty and Eric Reed to reflect the new address for this trailer. Motion carried.

NEW BUSINESS: Police Chief Walters gave a report to Council in regards to call volume from January through April as well as an addendum for May. He stated that from January through April there were 100 calls and in May alone there were 42 calls. He stated that he has had community service workers through the week to go out and clean up yards in the community.

CITIZENS COMMENTS/ COMPLAINTS: Dave Butler approached the podium. He stated that he lives at 109 Vaughn Street here in Crooksville and he believes that there are not enough officers on duty. He stated that his home has had attempted break-ins twice throughout the week while they were home. Dave stated that he has filed a police report with Chief Walters. He believes there should be more patrolling in the evenings and early morning hours.

EXECUTIVE SESSION: A motion was made by Mr. Rice and seconded by Mr. Hampton to go into executive session per ORC 121.22 (G) (1) Personnel. Motion carried.

Council is out of executive session with decisions made.

A motion was made by Mr. Rice and seconded by Mr. Redfern to suspend Vibert Wisecarver effective immediately pending investigation. Motion carried.

A motion to increase pay for the Part Time Patrolman positions in the Village of Crooksville Police Department from $8.50 to $9.00/ hour effective immediately was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
