Crooksville Council Meeting Minutes   Monday, June 20,                 2016

 

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present.

Kenneth Oehler with Habitat for Humanity was present to discuss and go over with Council the new build that will be taking place up on Washington Street. He stated that there will be a blitz build the last Friday and Saturday in July. This is an addition to the Village being that it is being built on vacant land. Mr. Locke asked Mr. Oehler who was responsible for the lawn care on the last house that was built by Habitat for Humanity. He explained that he would get this taken care of as they are in the process of finding a lawn care business to get this taken care of. Mayor Redfern stated that his building permit would be addressed later on. He also asked if anyone would like to volunteer for one of the two days. Mayor Redfern stated that he would be there one of the two days.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve June Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve Mayor’s Report for May was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Clerk’s Reports for May was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-40 paid bills and payroll was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-41 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-42 transferring funds was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-43 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-44 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-45 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Motion to refund Bobbi Goodin’s deposit for shelter house rental was made by Mr. Hampton and seconded by Mr. Mohler. Mayor Redfern explained that they paid the rental fee but other people were in the shelter house and they could not get in to use it because they did not want an argument. They went down by the swings to have their party. Mayor Redfern felt that they should get their deposit back. Motion carried.

SERVICE: Motion to approve Trash Hauling Permit for Kimble Recycling & Disposal was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Trash Hauling Permit for Rock’s Hauling & Refuse was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Trash Hauling Permit for Republic Services was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Trash Hauling Permit for Waste Management of Ohio was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Trash Hauling Permit for Mr. Trash was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Sign Permit for Ryan Dunwoody at 127 Ridge Avenue for yard signs in front of his house was made by Mr. Hampton and seconded by Ms. Smith. Ryan explained that he had signs made professionally and explained that his shop is in the back of his residence where no one can see so he wanted to put sign perpendicular to the road so traffic going by could see it. Tom explained the stipulations put in place with the sign ordinance. Mayor Redfern stated that the landlord gave him permission to if Council would approve it. Tom stated that Council can give him a variance. Council gave Ryan Dunwoody a variance and allowed him one to be placed in his yard. Motion carried.

Motion to accept the first reading of Ordinance 2561, an Ordinance Declaring certain real property no longer needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Elliott Building) was made by Mr. Mohler and seconded by Mr. Rice. Jan Baughman explained to Council that there are parts that need filled in after discussed before the third reading. Motion carried.

Motion to approve the Administrator to seek appraisals for 35 China Street property, AKA “the Elliott Building” was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to accept the first reading of Ordinance 2562, an Ordinance Vacating a Portion of an Alley South of Lot 454 on Elva Street (Presgrave’s) was made by Mr. Mohler and seconded by Mr. Hampton. Jan Baughman stated that on this one as well there is information that needs filled in before the third reading. Motion carried.

Motion to approve the completion of demolition permit for Tom Spohn at 122 Mill Street was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

SAFETY: Motion to approve adding Dakota Dalrymple to both Fire & EMS pending BCI application approval was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

Council was given the Police activity report for May. Mr. Locke questioned the number of citations given out for speeding. Police Chief Walters explained that he was out for almost 9 days and there wasn’t anyone to fill in for most of that and they have concentrated on property complaints. Mr. Locke also spoke to Chief Walters about a vehicle parked on Vaughn Street. This was discussed in further detail. Mayor Redfern stated that he would get Jan’s opinion on this to see what can be done. Mr. Locke also asked about why the Sheriff’s Department is dispatched instead of us. Chief Walters explained this.

BUILDING: Motion to approve Building Permit for Beth Lantz at 208 Keystone Street for a deck around the pool was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Building Permit for Chad Trussell at 609 Ridge Avenue for a new home was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Building Permit for Glenn & Connie Burkhart at 6 N Buckeye Street for a Carport was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve Building Permit for Donna Gregg at 412 Summit Street for (2) small sheds and gravel was made by Mr. Mohler and seconded by Mr. Hampton; pending Administrator’s approval. Motion carried.

Mayor Redfern explained that there is going to have to have a record retention due to some being lost so they need to be kept in a central location.

LEGISLATIVE: Motion to accept the third reading of Resolution 2016-35, A Resolution Establishing Volunteer Peace Officers Dependent Fund Board was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to accept the second reading of Ordinance 2558, an Ordinance Vacating a Portion of Brown Street in the Terrace Addition of the Village of Crooksville, Perry County, Ohio was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Mr. Mohler asked if someone from Council needed to be appointed to the Board. Mr. Mohler made a motion to have Mr. Rice serve on the Volunteer Peace Officers Fund Board and was seconded by Ms. Smith. Motion carried with Mr. Rice abstaining.

Motion to accept the first reading of Ordinance 2560, the 2017 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2563, an Ordinance Authorizing Participation with the Department of the Army, Corps of Engineers, for the Design and Construction of the Crooksville Water System Project and Authorizing the Mayor to act for and on Behalf of the Village was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

UTILITY: Council has been given a copy of the Burr Oak bill.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 121.22 (G) (1) Personnel and 121.22 (G) (2) Real Estate was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council was out of executive session with no decisions made.

Chief Walters stated that they discussed Jerry Marks being an officer representative for the Auxiliary to be added to the Volunteer Peace Officers Dependent Board. Motion was made to add Jerry Marks to the Volunteer Peace Officers Dependent Board by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mr. Rice stated that he took the kids to the pool and would like to compliment them because the water was clear and it was clean. The one thing he would like Tom to look into is the paint on the diving boards because it is getting worn and needs slip resistant paint. Ms. Smith had a complaint about a gentleman saying bad things down at the pool and asked if the lifeguards could do anything about it. Council stated that they could call the Police in a case like this.

Mr. Rice stated that they are trying to raise money for the climbing wall and has different donations coming in and asked Council if there is a difference left over if the Village can help them out with any extra. Mayor Redfern stated that he does not see a problem with this. Mr. Rice asked Mayor Redfern if the grant that the Archery Program received could go towards the climbing wall possibly. Mayor Redfern said that he would look into this.

Mr. Locke asked when the gentleman was supposed to clean up that property. Mr. Mohler stated that he thought it was Tuesday or Wednesday of this week.

Mr. Mohler explained that the community fireworks celebration was this weekend on Saturday and it kicks off about noon.
