Crooksville Council Meeting Minutes   Monday, July 3                      2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Locke, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Mr. Rice, Mr. Hampton, and Jan Baughman were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

APPROVAL OF REPORTS: Motion to approve July Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SOLICITOR LIST: Mayor Redfern stated that we will discuss these items listed in workshop in further detail.

PAID BILLS: A motion to approve Resolution 2017-49 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-50 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFER: A motion to approve Resolution 2017-51 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PARK & RECREATION: Motion to accept the third reading of Resolution 2017-42, a Resolution Declaring Necessity for Levy of Tax in Excess of Ten Mill Limitation (2 Mill) was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the third reading of Resolution 2017-43, a Resolution Declaring Necessity for Levy of Tax in Excess of Ten Mill Limitation (3 Mill) was made by Mr. Mohler and seconded by Mr. Locke Motion carried.

SERVICE: Motion to approve the purchase of 2012 RD11 Wacker Asphalt Roller for $9,500.00 to be split between Street, Water, and Sewer funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SAFETY: Motion to approve the purchase of (4) sets of turn out gear for the Fire Department was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve South East Area Transit to replace the A/C System in Medic 212 for approximately $3,000.00 was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Police Chief Walters was present and stated that he had given the Mayor a breakdown of the calls for the previous month. He stated that with the Police Auxiliary workers that work on the weekend to cover shifts, he thought that they were supposed to be getting $10.00/ hour but are instead are only getting $9.00/ hour. He was wanting to see if Council would approve raising this for them. Mr. Locke stated that without revenue coming in it makes it tough to pay the officers more even though we would like to. Ms. Driggs stated that the Police Department doesn’t generate their revenue and the money to cover this has to come from income taxes being paid. Police Chief Walters stated that for the past three weeks himself and Officer Alexander have been working 12 hour shifts Monday through Friday and the auxiliary was working the weekends. Chief Walters stated that he has been working 1am – 1pm and Alexander from 1pm – 1am. Mr. Mohler stated that Chris Martin worked the prior weekend and was covering 93 pretty hard. Chief Walters stated that he also went down after getting a call complaining about speeding on S State Street. Motion was made to pay Auxiliary Workers filling in shifts that are scheduled $10.00/ hour by Mr. Mohler and seconded by Ms. Driggs. Motion carried.

LEGISLATIVE: Motion to table the third reading of Ordinance 2588, an Ordinance Establishing Village Storm Water Fees was made by Mr. Mohler and seconded by Mr. Locke. Mayor Redfern stated that this needs to be discussed more in workshop. Motion carried.

Motion to accept the first reading of Ordinance 2591, an Ordinance Amending the 2017 Budget and Appropriations was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the first reading of Ordinance 2592, an Ordinance adopting the 2018 Budget for the Village of Crooksville was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the first reading of Ordinance 2593, an Ordinance Amending Ordinance 2466 and Adding Martin Luther King Day to the “Holiday Pay” Section of the Village of Crooksville Employee Policies and Procedures Manual was made by Mr. Mohler and seconded by Mr. Locke. Tom explained that regarding President’s Day, Solicitor Baughman just brought this up, not the administration staff. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Mayor Redfern explained that he received the background check back for Austin Ebert and it was clear. Brittany explained that at the prior council meeting he was approved to be added to the Crooksville Part- Time EMS.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) for Personnel and ORC 121.22 (G) (2) for Real Estate was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT: A motion to adjourn was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.
