Crooksville Council Meeting Minutes   Tuesday, July 5,                 2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs and Mr. Mohler. Tom Collins and Jan Baughman were present.

BUILDING: Motion to approve Building Permit for Jamey Brannon at 335 Delaware Drive for a privacy fence was made by Mr. Rice and seconded by Mohler. This was approved conditionally based on how wide the gate needs to be once they look over the building ordinance as well as having our guys check it over. Motion carried.

Motion to approve Building Permit for Kenneth Oehlers with Habitat for Humanity for Washington Street, new structure was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried. 

REPORTS: Motion to approve July Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

CORRESPONDENCE AND MESSAGES: Mayor Redfern explained to Council and all attending the meeting that he received a Public letter regarding property maintenance complaints. He cannot take action without a signature for complaints submitted in writing with an address so he can send a response and get it taken care of.

PAID BILLS: Motion to approve Resolution 2016-46 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-47 to be paid bills was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-48 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried. 

FINANCE: Mayor Redfern explained to Council that the PO for Fire/EMS from Emergency Networking where Council approved the Requisition form in the amount of $850 but the total invoice submitted is $2,550.Mayor Redfern stated that he is not signing this Requisition form for the amount over the $850. Motion was made to table the approval of this requisition form until Council speaks to Ralph was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

PARK & RECREATION: Motion to approve recommendation by the Administrator to move Rick Dusenberry to $10.00/ hour was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve a free swim day on Saturday the 16th during the Pottery Festival was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

SERVICE: Motion to accept the second reading of Ordinance 2561, an Ordinance Declaring certain real property no longer needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Elliott Building) was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

Motion to accept the second reading of Ordinance 2562, an Ordinance Vacating a Portion of an Alley South of Lot 454 on Elva Street (Presgrave’s) was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.

Motion to accept the first reading of Resolution 2016-50, A Resolution Authorizing the Mayor to Execute Necessary Paperwork to have the Village of Crooksville Join the Mid-Ohio Regional Planning Commission was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve John Ginikos, SRA, to appraise the property at 35 China Street for the sum of $1,500 was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2565, an Ordinance to Amend Ordinance 2553 of the Ordinances of the Village of Crooksville Approving, Adopting and Enacting American Legal Publishing’s Ohio Basic Code, 2016 Edition, as the Code of Ordinances for the Municipality of the Village of Crooksville was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Sign Permit for Phillip Locke at 459 S State Street for Yard Sign was not given. Mayor Redfern moved on to the next item.

SAFETY: Motion to approve adding Collin Dvorshock back to the Fire Department was made by Mr. Hampton and seconded by Mr. Mohler. Mayor Redfern stated that his background check came back good. Motion carried.

LEGISLATIVE: Motion to accept the third reading of Ordinance 2558, an Ordinance Vacating a Portion of Brown Street in the Terrace Addition of the Village of Crooksville, Perry County, Ohio was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the second reading of Ordinance 2560, the 2017 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to accept the second reading of Ordinance 2563, an Ordinance Authorizing Participation with the Department of the Army, Corps of Engineers, for the Design and Construction of the Crooksville Water System Project and Authorizing the Mayor to act for and on Behalf of the Village was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to suspend the rules for Resolution 2016-49, Authorizing Application for Appalachian Regional Commission Funds as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

INSURANCE: Motion to drop the replacement costs on the old Municipal Building and keep liability insurance was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Police Chief Walters stated that for the Peace Officer’s Board they need to nominate someone to the board and he as well as Mr. Rice would like to nominate Chuck Woods for this. Motion to approve the nomination of Mr. Chuck Woods to the Volunteer Peace Officer’s Dependent Board was made by Mr. Rice and seconded by Mr. Hampton. Motion carried. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Mayor Redfern stated that they have been working on the properties in town and the Police are doing a good job and the people are following their recommendations and starting to clean up. He thanks the Police Department for all of their help on this.

Motion to adjourn was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.
