Crooksville Council Meeting Minutes   Monday, July 6,                       2015

ROLL CALL: Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, and Ms. Driggs. Tom Collins and Jan Baughman were present. Mayor Lantz and Mr. Dennis were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve July revenue adjustments was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

PAID BILLS: A motion to approve Resolution 2015-41 paid bills and payroll was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2015-42 to be paid bills was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TRANSFER: A motion to approve Resolution 2015-43 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

PARK & RECREATION: Mr. Mohler stated that the Lodge and Churches that participated in the Fourth of July celebration appreciated the Village allowing them to use the Park on the 27th of June. He stated that despite the weather, all still went well.

SERVICE: Motion to approve PCC Parking Request was made by Mr. Rice and seconded by Mr. Hampton. Tom explained that they are repaving their parking lot and asked if the employees could park along the street where it is painted yellow and across the street in our parking lot by the old municipal building; this will be July 13, 14 and 15th. Motion carried.

RCAP LMI Survey update was the next topic. Tom stated that he has only received about 54 to date. Council stated that these need to be done. Some turned in were from vacant properties and this needs to be done in order for the loan for the Waterline Project. Mr. Mohler stated that he will discuss this will Fire/EMS Chief Ralph Hill.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2528, an Ordinance Declaring Certain Property Surplus and Authorizing its Sale was made by Mr. Rice and seconded by Mr. Hampton. Motion carried. Mr. Redfern asked about the numbering for the Ordinances and Brittany explained that she made an error on Council’s copy of the budget and this is taken care of.

Motion to suspend the rules for Ordinance 2529, the 2016 Budget and declaring it an emergency was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2530, an Ordinance amending the 2015 Budget and Appropriations as an emergency was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

SAFETY: Mr. Mohler asked Police Chief Walters if he had anything to bring before Council tonight. He stated that he will have a monthly report for them at the next meeting for Workshop.

Mr. Mohler stated that Council received a Community Service Report for June. Tom asked Officer Corder if he had anything to say about it. Tom asked him about updates on a few properties and Corder explained the issues he was having with some as well as the outcome of what ones was cited into court. Tom asked about the trailer back by the Rec Center and why it hasn’t been taken care of. Jan Baughman stated that once she receives the information she will take care of the water bill part and asked about the international property maintenance code because this can be used to take care of the other problem to possibly take care of this situation. Mr. Redfern asked if Council should adopt the newest version of the International Property Maintenance code. Jan stated that the version Council already adopted was a good one but they can adopt the newest one if that is what they want to do.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT: A motion to adjourn was made by Ms. Driggs and seconded by Mr. Rice. Motion carried.

Mr. Mohler stated that Tom handed him an invitation to the Pottery Festival on July 16th. This will be the 50th anniversary and will start at noon and will be from Thursday to Sunday in Roseville at the Ceramic Museum.
