Crooksville Council Meeting Minutes   Monday, July 20,                       2015

ROLL CALL: Mayor Lantz called the meeting to order with the following members present Mr. Redfern, Mr. Hampton, Mr. Dennis and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Rice and Ms. Driggs were absent.

James Swingle was present to discuss with Council the drainage problem that is happening at his residence at 345 Mohican Drive. He stated that water is running down Delaware and across Mohican into his yard and then into the creek and it is causing sink holes. There is one sink hole that he states is 7 feet deep and one that has developed within the last month that is only about 5 feet from his foundation. He stated that this could be very dangerous if it keeps falling in and eats at the foundation of his home. Council stated that they will discuss options on what the Village can do at the following workshop meeting after they look at it.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve July revenue adjustments was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

Motion to approve July expense adjustments was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to approve Mayor’s report for June was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to approve Clerk’s reports for June was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

PAID BILLS: A motion to approve Resolution 2015-44 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2015-45 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFER: A motion to approve Resolution 2015-46 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

PARK & RECREATION: Motion to approve the Bathhouse Agreement with Crooksville Exempted Village Schools for $250.00 was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

SERVICE: Motion to approve street repairs by Neff Paving for $24,400, includes grinding, prepping and 3” of asphalt split 50/50 between Water and Street. Tom stated that they have a breakdown of this on the second page. This was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

SAFETY: Fire/EMS Chief Ralph Hill was present to discuss Fire and EMS with Council. He stated that he had three people present that would like to join the department. Barry Ritchey, who is a 240 medic and would like to work in the Fire and EMS, Joshua Newton, who is local and would like to join the Fire Department only right now and will be attending the FF1 class in August, and Janeen Pletcher, who is an RN and would like to join the EMS department. Motion was made to add all three to the departments by Mr. Redfern and seconded by Mr. Dennis. Motion carried.

Chief Hill stated that on a positive note the paramedics delivered a baby in the back of the squad and they did a wonderful job. He stated that he has presented Council with information on the Auto Pulse, which does CPR on patients; Ralph said that he would need two and is working on a grant through BWC to help purchase one.

Mr. Redfern asked Chief Hill if he received the letter and he replied that he submitted a letter to the tribune but they didn’t run it so he is going to type a letter to send to the lady as well as try to get it in the Tribune again.

Mr. Redfern asked Chief Hill how he was coming along on the RCAP surveys. Chief Hill stated that they are getting there and are doing them this week. Mr. Hampton stated that these need to be done face to face. Tom stated that we only have about three and a half weeks left to do these and Chief Hill stated that they should be done with them in about a week and a half. Tom asked Chief Hill if he had any more over on his desk because he has a 100, he stated that he is pretty sure he does and will get them over there.

LEGISLATIVE: Motion to accept the third reading of Ordinance 2528, an Ordinance Declaring Certain Property Surplus and Authorizing its Sale was made by Mr. Mohler and seconded by Mr. Dennis. This is for the dump trucks. Motion carried.

Motion to accept the first reading of Ordinance 2532, an Ordinance Declaring Certain Property Surplus and Authorizing Its Sale (Raw Water Pumping Station and Floating Intake Structure) was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to accept the first reading of Ordinance 2533, an Ordinance Adopting and Enacting the 2012 International Property Maintenance Code, Published by the International Code Council for the Village of Crooksville, Ohio; Repealing Ordinances and Resolutions in Conflict Therewith; and Publishing the Enactment of New Matter was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

UTILITY: Motion to approve the purchase of Case Backhoe from Southeastern Equipment for $89,510.85 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Council has been given a copy of the Burr Oak bill for June.

OTHER OLD BUSINESS: Mr. Redfern stated that the fence ordinance needs put on the next workshop agenda because in the 2012 International Property Maintenance Code there isn’t much to work with in regards to fences.

NEW BUSINESS: Nothing. Jan stated that in regards to the Property Maintenance Code, Council will want to discuss the parts that need filled in, especially section two, and she will help if needed but this needs to be done before the second reading.

Police Chief Walters discussed having a meeting with Tom in the morning about options available to help make taking payments for fines more efficient.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.
