Crooksville Council Meeting Minutes   Monday, August 1,                 2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Jan Baughman and Brittany Ross were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

REPORTS: Motion to approve August Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-54 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-55 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-56 transferring funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SERVICE: Motion to accept the third reading of Ordinance 2562, an Ordinance Vacating a portion of an Alley South of Lot 454 on Elva Street (Presgrave’s) was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the third reading of Resolution 2016-50, A Resolution Authorizing the Mayor to Execute Necessary Paperwork to have the Village of Crooksville Join the Mid-Ohio Regional Planning Commission was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the third reading of Ordinance 2565, an Ordinance to Amend Ordinance 2553 of the Ordinances of the Village of Crooksville Approving, Adopting and Enacting American Legal Publishing’s Ohio Basic Code, 2016 Edition, as the Code of Ordinances for the Municipality of the Village of Crooksville was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept Ordinance 2565, an Ordinance to Amend Ordinance 2553 of the Ordinances of the Village of Crooksville Approving, Adopting and Enacting American Legal Publishing’s Ohio Basic Code, 2016 Edition, as the Code of Ordinances for the Municipality of the Village of Crooksville was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Sign Permit for Phillip Locke at 459 South State Street for Residential sign installed per Sign Permit Ordinance was made by Mr. Hampton and seconded by Mr. Locke. Tom Collins explained that this means flat against the wall for a residential area. Mayor Redfern explained to Council that the sign originally was to be 2ft off of porch but after speaking to him, he stated that he will attach to sides of his home. Motion carried.

Motion to accept the bid of $8,500 from Stan Knox, Just Truck It, Inc. for Heritage Hall with Tract I was made by Mr. Mohler and seconded by Ms. Smith with the stipulation that he will not be responsible for the closing costs as discussed between Mr. Knox and Mr. Collins. Motion carried.

PARK & RECREATION: Motion to approve the Bathhouse Agreement with Crooksville Exempted Schools for $250.00 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

BUILDING: Motion to approve Building Permit for Mr. Bill Glass at 325 Delaware Drive for concrete drive way and porch was made by Mr. Mohler and seconded by Mr. Rice pending inspection. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2567, an Ordinance to amend the 2016 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing. 

CITIZENS COMMENTS/ COMPLAINTS: Mr. Brett Scott, 340 Mohican was present to discuss the drainage issues over in that area. Mayor Redfern stated that the Village does not have any easements for that housing addition and doesn’t work on that specific drain or other drains. Mayor Redfern stated that he had found that the gentlemen that were Village employees at the time did this. Mr. Scott stated that they had to pay someone to take care of this. Tom Collins explained to Mr. Scott about the easement and that residents would not sign so this is why the Village does not work on these. Mr. Scott’s complaint is the hole in front of his house in regards to his 18 month old baby that plays and there was another hole developed. The drainage issues were discussed in further detail.

Jerry Marks was present to give Council an update on Community Service workers.

Council discussed the vacant trailers that are on Keystone and McKinley and what is being done about that.

Scott Locke informed Council about the splash park in Rockbridge and how unimpressed he was and that they stopped at the one in New Lexington out by Tile Plant and how great this one was.

Mayor Redfern stated that he looked at the new Fire Station in Sugar Grove and thought it was nice. This Fire station totaled $1.3 million.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) Personnel was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with decisions made.

Motion to move Patrolman Bryan Alexander to $12.00 hour for 6 month probationary period and $13.50/ hour and Sergeant once probationary period is up effective August 1, 2016 was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
