Crooksville Council Meeting Minutes   Monday, August 3,                       2015

ROLL CALL: Mayor Lantz called the meeting to order with the following members present Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Rice was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

REPORTS: Motion to approve August revenue adjustments was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Mayor’s report for July was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

PAID BILLS: A motion to approve Resolution 2015-48 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2015-49 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried. Mr. Redfern asked about how many receivers we get for the price from HD Supply for $34,000. Tom replied that this was for 200.

TRANSFER: A motion to approve Resolution 2015-50 transferring funds was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

PARK & RECREATION: Motion to approve reducing pool rates to $2.00 after 6:00pm was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SERVICE: Motion to approve demolition permit for James Kougher at 226 W Main Street was made by Mr. Mohler and seconded by Mr. Dennis. Tom explained that Mr. Lange owns this but Mr. Kougher is doing the work. He is only temporarily terminating utilities. Motion carried.

Motion to accept AEP Energy 31 month renewal rates for Electric Usage was made by Mr. Mohler and seconded by Mr. Hampton. Mr. Redfern asked how many months this was for. Mayor Lantz stated that this would be for 31 months. Motion carried.

SAFETY: Mayor Lantz asked Police Chief Walters if he had anything. He stated that he would have the reports for Council at the following meeting.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2532, an Ordinance Declaring Certain Property Surplus and Authorizing Its Sale (Raw Water Pumping Station and Floating Intake Structure) was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to accept the second reading of Ordinance 2533, an Ordinance Adopting and Enacting the 2012 International Property Maintenance Code, Published by the International Code Council for the Village of Crooksville, Ohio; Repealing Ordinances and Resolutions in Conflict Therewith; and Publishing the Enactment of New Matter was made by Mr. Mohler and seconded by Mr. Redfern. Jan stated that the information needs filled in before the next reading to be complete. Mr. Redfern stated that they will discuss this at the next workshop meeting and he will email Jan with the information. Motion carried.

Motion to suspend the rules for Ordinance 2534, an Ordinance Amending the 2015 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

UTILITY: Motion to suspend the rules for Resolution 2015-47, a resolution assessing cost of water charges and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Dennis. Mr. Mohler asked if this was the one behind the Municipal building that couldn’t be approved at the prior meeting and it was stated that this is what this resolution was referring to. Motion carried.

Motion to accept Resolution 2015-47, a resolution assessing cost of water charges and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 122.21 (G) (2) Real Estate was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT: A motion to adjourn was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.
