Council Workshop Minutes Monday, August 11, 2014
Mayor Lantz called the meeting to order. Present were Chris Rice, Fred Redfern, Bill Hampton, Bill Dennis, and Jan Driggs. Chris Mohler was absent.
Mayor Lantz stated that Tom Maedke was present from McBane Insurance to discuss insurance proposals. Mr. Maedke stated that he has brought two proposals before Council both Argonaut and The Ohio Plan. He explained the difference in prices and coverages with further detail as to what the insurance coverage contains. He stated that going with Argonaut again will save the Village around $6,000.00. Mr. Maedke stated that the only coverage he might change is increasing the amount of coverage on Computer Fraud to possibly $100,000 from the $15,000 that is included with this insurance quote from Argonaut Insurance. He stated that he will get Council quotes for increasing Computer Fraud Coverage and Funds Transfer Liability.
Chris Rice thanked Mr. Maedke for taking care of our ambulance accident claim.
Brittany Ross stated that as an FYI to Council, we received the second half of the real estate taxes. She stated that it was around $38,000 for Park & Pool and $10,000 for the General Fund.
Brittany stated that the next item on her agenda is that Council has been given a Fund Summary Report that was updated as of this afternoon with all transfers and bills paid.
Brittany stated that Council has been given a copy of the Burr Oak Bill. She stated that this is about $1,500 lower than last month.
Brittany stated that a discussion on Ordinance 2257 in regards to litter and changing the amount of time to comply with the notice was next. Fred Redfern stated that if you go to Carlisleohio.com, he found some information. He stated that after speaking with the Chief, reducing it from 15 to 5 days in order to comply will help us. Mayor Lantz stated that a lot of people will take care of it once they receive the letter where some have no regard for the letter. This was discussed in further detail. Chris Rice suggested letting Jan look at it and see if it is possible and if so, write it up.
Brittany stated that the next item on her agenda was a discussion on the shelter house in regards to the roof/ drainage problem. Fred Redfern stated that this had been discussed previously about the roof needing replaced. He stated that now it has a hole in it and it leaks. Mayor Lantz stated that if it is wet and cleaned off, it is very slick. Fred Redfern stated that the drainage is a problem because the water goes right back in the shelter house. Tom stated that he will get an estimate for the roof. Chris Rice stated that the ground would need to be changed in order to keep it from being so slippery. Solutions to this were discussed in further detail and Chris Rice asked if Tom could get estimates on the roof and the floor of the shelter house. Fred Redfern stated that if this is all fixed it will reduce our liability. Tom stated that Mr. Dusenberry put the wall back up from where the kids tore it down.
Brittany stated that the last item she had on the agenda is a discussion on the next steps with the Affordable Gas & Electric Aggregation. She stated that they are looking at public meeting dates of September 10th and October 8th unless Council had objections. She stated that they will need a few board members present to open the meeting and present them. Tom stated that the second workshop in September and the first workshop in October would work best. She stated that it would take anywhere from 15-30 minutes and will begin with flyers and yard signs. She stated that these are the dates they were going to do New Lex’s as well but if Council wanted different days, they will try to work it out.
Mayor Lantz asked Tom Collins to start his agenda.
Tom stated that just as an FYI for Council, Kenneth Oehlers; the executive Director for Habitat for Humanity will be at the Workshop on August 28th. This is in regards to the house they will be constructing on Washington Street. He would like to look at a few other properties if they would be donated to possibly build new houses.
Tom stated that he spoke to Chris Layman from OSRR, on replacing the water main under the railroad tracks at Main Street without getting the permit process involved because it will need to be put back together by winter. He stated that since the line will be replaced in 2016, the permit process will have to be done and maybe he would be able to put a band aid on it after he speaks to his mechanical engineer.
Tom stated that the last item he has is that he has a preliminary Wilson Street design. He stated that Tim scaled it down so Tom could take to Council. He stated that he is replacing the existing 146 feet with a concrete wall and is putting a guard rail on it. Tom feels that within a couple weeks he should have something to go out for bid. This was discussed in further detail on what the specifics would possibly be on this. Mr. McClain stated that it cost him $500 for a lawyer to get this fixed.
Fred Redfern stated that he received a complaint from Rick Pletcher about a drainage problem on Logan Street. He stated that someone needs sent up there to look at this and see what can be done. Council discussed this in further detail.
Chris Rice stated that Council needs to go into executive session for personnel.
Council is out of executive session with no decisions made.
