Crooksville Council Meeting Minutes   Monday, August 15,                 2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, and Ms. Driggs. Tom Collins was present. Jan Baughman and Mr. Mohler were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

REPORTS: Motion to approve August Revenue Adjustments to the 2016 Budget was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve Mayor’s Report for July was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve Clerk’s Reports for July was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

CORRESPONDENCE AND MESSAGES: Council was given a letter to review that was received back from Genesis Physician Services following the request to have an x-ray machine put back in at Dr. Mumma’s office.

PAID BILLS: Motion to approve Resolution 2016-57 paid bills and payroll was made by Mr. Rice and seconded by Ms. Smith. Motion carried. 

TO BE PAID BILLS: Motion to approve Resolution 2016-58 to be paid bills was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-59 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

SAFETY: Motion to extend taking applications for Police Officer Position until August 26, 2016 was made by Mr. Rice and seconded by Mr. Hampton. Mayor Redfern stated that there were 7 applicants and wanted to advertise one more time in the Tribune. Motion carried.

Motion to accept Amber White to Crooksville Fire/EMS was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Jerry Marks was present to give Council an update on Community Service. He stated that Council had the latest report and Tuesday 10 was summoned into court. But eight of them did not show up.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2568, an Ordinance to amend the 2016 Budget and Appropriations as an Emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

UTILITY: FYI- Council has been given a copy of the Burr Oak Bill.

INSURANCE: Motion to approve Insurance Premium of $32,872 through Argonaut Insurance was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve Cyber Insurance Premium of $1,896 through BCS Insurance Company was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve Grandmothered plan for Health Insurance Premium with Anthem Blue Cross Blue Shield with a 2.3% increase was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Mayor Redfern stated that after speaking to Mr. Maedke with McBane Insurance at the last workshop meeting, he stated that if we have volunteers to do work around town, Council should approve in minutes that they are doing volunteer work to make sure that they are covered under our insurance as volunteers. Motion to approve Church Of Christ men and women fellowship who wish to do volunteer work around town was made by Mr. Rice and seconded by Mr. Hampton. Mr. Locke asked if they were going to get with Jerry on what needs done. Mr. Hampton stated that they have projects in mind already that they are planning on completing including cleaning a couple of properties and working on flower beds out front of Municipal Building. Motion carried.

Jerry Marks asked Council about 472 South State Street because Roger Dusenberry stated that he knew someone who would clean it up with Brush hog and clean the whole place up for $300 due to renting equipment. It was discussed on what all needed to be done with this property. Mayor Redfern stated that this is a continued problem. Jerry stated that they started this week in front of the old PCC building. Mr. Rice stated that he is not in favor of paying people to start cleaning up properties. Motion was made that there will be no private contractors hired to clean yards by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Tom Collins discussed with Council about looking into registering vacant homes. He explained that there would be a cost for non-compliance and this would then go into a fund where resources would be available to help clean up. This would help the Village know who owns each of the properties. Mayor Redfern stated that he feels Council should revisit this again. Tom passed out a handout showing a sample from another community for Council to look over. This was discussed in further detail. Council discussed the problems they have experienced with trying to find the owner responsible for the property, especially if it is in the Bank name. Mayor Redfern stated that at the following workshop, registering vacant homes will be on the agenda to discuss more. This is in regards to unoccupied homes. Mayor Redfern asked Brittany if she remembered any more than one time that she was asked to hold a retainer on a home that burnt down from insurance company.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) Personnel was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Council is out of executive session with no decisions made.

Police Chief Walters explained to Council that he would like to permanently put on the roster four gentlemen to make them honorary members. This includes Jeff Slack, Wayne Frash, Chuck Wood, and Rob Lewis. Council stated that they do not have any problems with this but should ask Jan the next time she is present if there needs to be any motions made by Council to have this done. Police Chief Walters also stated that they will be taking part in leading moving the Vietnam wall on the 25th at the Perry County Fairgrounds that is being brought over from Lancaster. They will be doing this in the 1969 Plymouth.

Motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
