Crooksville Council Meeting Minutes   Monday, August 18,                          2014

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, and Mr. Mohler. Jan Baughman, Tom Collins, and Ms. Driggs were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

REPORTS:  Motion to approve August revenue adjustments for the 2014 Budget was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

Motion to approve August expense adjustments for the 2014 Appropriations was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

Motion to approve Clerk’s Report for July was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Mr. Mohler asked if a Park & Pool Report can be put together and bring to Council for them to look over. Mr. Redfern stated that there was one given tonight in the reports and that he has asked Brittany to bring a Park & Pool Report to the next meeting once August is over to show for the whole Pool season.

PAID BILLS:  A motion to approve Resolution 2014-54 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-55 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice.  Motion carried.

TRANSFER:  A motion to approve Resolution 2014-56 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

As an FYI to Council, the Auditor of State has approved the 2012-2013 audit if anyone would like to review.

PARK & RECREATION COMMITTEE: As an FYI to Council, they have been given a copy of the certified issues that will be on the general election ballot in November.

SERVICE COMMITTEE: Motion was made by Mr. Rice and seconded by Mr. Mohler to advertise to bid out Wilson Street. Motion carried.

SAFETY COMMITTEE: Police Chief Walters stated that at the next workshop meeting, he will bring the pictures and information on the cruisers that they went and looked at up in Gahanna.

LEGISLATIVE COMMITTEE:  A motion was made by Mr. Mohler and seconded by Mr. Hampton to suspend the rules for Ordinance 2500, and Ordinance amending the 2014 Budget as an emergency. Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Hampton to accept Ordinance 2500, an Ordinance amending the 2014 Budget as an emergency. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Redfern stated that he would like to make a motion to move the income tax reserve account to the income tax Star Ohio account so interest can be gained. Brittany stated that this would be done like any other transfer to and from Star Ohio. Mr. Redfern stated that maybe $60,000 should be kept in that account for now to pay for Wilson Street. Council discussed a problem with access and Brittany stated that Council would have to approve the transfer at a meeting before she could access it. Mr. Hampton seconded the motion to move this money to Star Ohio. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: A motion to go into executive session per ORC 121.22 (1) Personnel & Litigation was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

Council is out of executive session with decisions made.

A motion was made by Mr. Hampton and seconded by Mr. Mohler to suspend Lori Hill pending investigation. Motion carried.

ADJOURNMENT:  A motion to adjourn was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.
