Crooksville Council Meeting Minutes   Monday, August 21                        2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman was present. Mr. Rice was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Hampton and seconded by Ms. Smith. Motion carried.

APPROVAL OF REPORTS: Motion to approve August Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve August Expense Adjustments to the 2017 Appropriations was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve Mayor’s Report for July was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

SOLICITOR LIST: Jan Baughman stated that she does not have anything for tonight due to her time being taken up with the Walnut Street project.

PAID BILLS: A motion to approve Resolution 2017-59 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-60 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFER: A motion to approve Resolution 2017-61 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SERVICE: Motion to approve Modern Glass to install a new front window in Service Garage on East Main Street for $2,998.93 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Jobes Henderson & Associates to conduct a Storm Water Utility Development Study for the sum of $35,250 failed due to lack of motion. Mayor Redfern asked Council if there were any comments. Mr. Hampton stated that this is quite a bit of money to pay for a study. Tom Collins stated that this study came about due to Council being on a third reading on storm water fees without having any information behind it. There is a 0% loan available from Ohio EPA on this and money will not have to be paid back until after the study is done and we are able to start collecting. This will help us generate matching funds to fix our storm drains.

Motion to approve the purchase of Rigid Pipe Camera for $10,722 from Westwater Supply was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve the advertisement for the sale of timber at the Morgan and Perry County reservoir properties was made by Mr. Mohler and seconded by Mr. Hampton. Tom explained that the dates this would be advertised will be forthcoming. Motion carried.

Motion to approve the purchase and demolition of 523, 531, and 537 Walnut Street from Water and Sewer Funds was made by Mr. Hampton and seconded by Mr. Locke. Mr. Mohler abstained from voting. Motion carried.

SAFETY: Jewel Milner was present tonight to present herself to Council and would like to join both Crooksville Fire and EMS. Her background check came back okay. Her husband and father in law work for the department currently. Motion to add Jewel Milner to the Crooksville Fire and EMS was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2595, an Ordinance Amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

INSURANCE: Motion to approve the renewal for Property & Casualty Insurance from McBane Insurance for an annual payment of $32,089 was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve the renewal for Cyber Insurance from McBane Insurance for an annual payment of $1,200 was made by Mr. Hampton and seconded by Mr. Mohler. Tom let Council know that the deductible on the cyber insurance has been raised from $2,500 to $5,000 due to the claim that we had. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Rocky Chevalier of 105 McKeever Street was present to discuss with Council multiple issues. He asked what was going on with the property on Heskett Street and if there is a time frame that this will be taken care of. He stated that there is a gun on this property for over two weeks and Mayor Redfern explained that the house will be down within 30 days after the permit is completed. Mr. Chevalier asked what is going on with the property on Main Street. Mayor Redfern stated that he received a correspondence from the Health Department and they have issued a nuisance complaint and they have until September 13th to clean this up or the Health Department will take them to the Prosecutor’s Office. Mr. Chevalier also asked what the camera will be used for that was voted on and approved to purchase earlier in the meeting and asked if this was for the water plant. Mayor Redfern stated that this is to go underground and check sewer drains to find leaks and saves from digging up a bunch of spots. He stated that the drains need updated and the flood zones are horrible with the drains currently there.

Joe McGrath of 318 Sand Street was present with a complaint on his neighbor, Wolfe’s trash, at 328 Sand Street that has been piling up and have roosters. Mayor Redfern asked him to show Council the pictures he took of this problem. He also stated that he has a protection order that is not being enforced by the Crooksville Police Department. Mr. McGrath stated that Bryan Alexander doesn’t do anything about it and even though he has done the paperwork, it is not being enforced.

Eric Tokie of 217 Winter Street was present with a complaint against the Crooksville Police Department and that they will do nothing about problems that are going on. Mr. Tokie stated that there were people shooting heroin into their arms and the Officers would not listen to anything he would say about what was going on and just told that person in the vehicle to go home. His concern is that there are babies in the vehicle and that Officer Alexander did not do anything about it.

Rocky Chevalier approached Council again and stated that he had one other thing to bring up. The alley between McKeever and Vaughn Street, which is across from Ruff’s IGA, trash trucks bottom out and it is tearing the road and alley up. There are asphalt chunks that fly up out of the road and land in his yard and feels that it can be taken care of by adding pavement at bottom of the alley so it lifts the back of the truck up. Mayor Redfern stated that there are several places around town that this is happening.

 

Sharon Akers was present and stated that she will be present at every meeting until the house on Heskett Hill is tore down and covered up because it is dangerous and she wanted Council to be aware and still complaining about it until something is done. She then thanked them for patching Heskett Hill that should have been done without anyone saying anything about it as she has complained about it a couple of times this year and nothing was done until they seen Paul Dorsey present and he did not say anything about it until Tom did.
