Crooksville Council Meeting Minutes   Tuesday, September 5                     2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman was present.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

APPROVAL OF REPORTS: Motion to approve September Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

CORRESPONDENCE AND MESSAGES: Council has been given a copy of the Crooksville Groundbreaking Ceremony event flyer. Tom Collins asked Mayor Redfern if he was going to speak at this and that Pastor Wolfe would be attending and that he would check back with him to verify.

SOLICITOR LIST: Jan Baughman stated that she does not have anything for tonight.

PAID BILLS: A motion to approve Resolution 2017-62 paid bills and payroll was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-63 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFER: A motion to approve Resolution 2017-64 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

SERVICE: Motion to accept Jobes Henderson and Associates proposal to complete a Stormwater Utility Development Study for the sum of $35,250.00 was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve the selling of Heritage Hall and the lot on Main Street commonly referred to as “Tract 1 West of Reed’s Station Park” on the GovDeals Website was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve the survey of Village owned lot on Main Street commonly referred to as “Tract 1 West of Reed’s Station Park” was made by Mr. Rice and seconded by Mr. Mohler. Motion carried. Tom Collins asked Jan to get him the contact information for the surveyor that was used prior.

SAFETY: Motion to approve adding Zachary Alfman to the Crooksville Part Time EMS was made by Mr. Mohler and seconded by Mr. Rice. Mayor Redfern stated that his background check came back good. Motion carried.

Motion to approve using Mickey Smith from Ohio First Responders as Grant Writer for FEMA Grant costing approximately $2,700 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2596, an Ordinance Amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2597, an Ordinance Establishing Proper Pet Waste Disposal throughout the Village of Crooksville was made by Mr. Rice and seconded by Ms. Smith. Vote went as follows: Mr. Rice yes, Mr. Locke yes, Mr. Hampton no, Ms. Smith yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to accept the first reading of Resolution 2017-65, a Resolution Authorizing the Mayor of the Village of Crooksville to Apply for, Accept, and Enter into a Water Pollution Control Loan Fund Agreement for a Planning Loan to Complete a Storm Water Utility Feasibility Study; and Designating a Dedicated Repayment Source for the Loan was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve Resolution 2017-66, A Resolution Accepting the amounts and rates as determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing. 

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Tom Collins explained that he would like to discuss Citizens comments and complaints. He discussed having citizen’s comments and complaints at workshops only so that it does not disrupt business being taken care of at regular meetings. It was explained that this will be put out for public notice.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Locke. Motion carried.
