Crooksville Council Meeting Minutes   Tuesday, September 6,             2016

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, and Ms. Driggs. Tom Collins and Jan Baughman were present. Mayor Redfern was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

REPORTS: Motion to approve September Revenue Adjustments to the 2016 Budget was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve September Expenses to the 2016 Appropriations was made by Mr. Rive and seconded by Mr. Hampton. Motion carried.

Motion to approve Mayor’s Report for August was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-60 paid bills and payroll was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-61 to be paid bills was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-62 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve closing Old Payroll Account and transferring remaining monies back to originating funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried. Brittany explained that the auditor stated that in order to do this all that is needed is approval from Council.

SERVICE: Mr. John Loomis was present to discuss with Council about possibly vacating an alley for Christy Catalytics. This would be the alley between Brown Street and at the end of Bennett Street that runs behind the business to 669. They would like to see if they could get that land because in the future they might like to build. Mr. Rice stated that this has been brought to Council before and at that time the Village didn’t think it would be done and Council stated that this will be discussed at the following workshop meeting.

SAFETY: Motion to hire Joey Carr as part-time Police Officer at $10.50/ hour was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to make Chuck Wood, Wayne Frash, Jim Slack, and Rob Lewis honorary members of the Crooksville Police Department was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to accept Kimberly Wolford to Crooksville Fire/EMS was made by Mr. Rice and seconded by Mr. Hampton pending BCI background check. She just finished EMT school at Mid-East and did all of her ride time at the Crooksville Department. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2569, an Ordinance to amend the 2016 Budget and Appropriations as an Emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve Resolution 2016-63, a Resolution Accepting the amounts and rates as determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

UTILITY: Motion to approve the purchase of Southeastern’s Quote through State Purchasing for SR270 Skid Steer Loader at $53,214.20 was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

Motion to adjourn was made by Mr. Rice and seconded by Mr. Locke. Motion carried.
