Crooksville Council Meeting Minutes   Tuesday, September 8                  2015

ROLL CALL: Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mr. Dennis was absent.

Motion to accept resignation of Mr. William Dennis from Village Council was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to appoint Ms. Billie Smith to Village Council for the unexpired term of Mr. William Dennis was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

Jan Baughman swore Ms. Billie Smith in to Council.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

REPORTS: Motion to approve September revenue adjustments for the 2015 Budget was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

Motion to approve September expense adjustments for the 2015 Appropriations was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

Mr. Mohler asked Police Chief Walters if the Mayor’s Report was completed for the month of August. He stated that it was not done yet and he would have at the following meeting.

Motion to approve Clerk’s report for August was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

PAID BILLS: A motion to approve Resolution 2015-55 paid bills and payroll was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2015-56 to be paid bills was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

TRANSFER: A motion to approve Resolution 2015-57 transferring funds was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

PARK & RECREATION: Motion to approve stipend of $800 to employees Mark Dalrymple and Dana Strate for voluntary repair work on the Skate Park was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

SERVICE: Motion to accept recommendation by Administrator to increase Fiscal Officer’s pay to $38,480 annually was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

SAFETY: Motion to approve adding John Chiriac to the Police Auxiliary was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

BUILDING: Motion to approve Building Permit for Paula Watts at 325 Cahalan Street for a carport was made by Ms. Driggs and seconded by Mr. Hampton. Motion carried.

Motion to approve Building Permit for Alan Smith at 108 Hull Street for a New Porch was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

Motion to approve Building Permit for Keith Brown at 154 Moore Street for a new Addition to his house was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2536, an Ordinance Amending the 2015 Budget and Appropriations as an emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to accept the first reading of Ordinance 2537, an Ordinance to define and regulate fences was made by Mr. Redfern and seconded by Mr. Rice. Motion carried. Jan explained to Council that in section 7b, in regards to utilities, there was to be a width specified and before the second reading get this to her and she will revise.

Motion to accept the second reading of Resolution 2015-60, a Resolution Authorizing Request for Proposals to the Village Council for Exclusive Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to approve Resolution 2015-58, a Resolution accepting the amounts and rates as determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor was made by Mr. Redfern and seconded by Mr. Rice. Mr. Mohler asked if this was for the Park & Pool fund. Brittany explained that it was for this as well as the General Fund. Motion carried.

Motion to suspend the rules for Ordinance 2540, an Ordinance amending Ordinance 2466 and replacing exhibit a, page 39, of the Village of Crooksville employee policies and procedures manual and declaring it an Emergency was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Joe Burkhart was present to ask if the water rates were going up. Mr. Mohler explained that there is a 3% increase in water only starting January 1, 2016. Mr. Burkhart asked if the Village was still in the process of putting in new waterlines. Mr. Mohler explained to him that some of the legislation passed this evening was to get funding for this project. Tom stated that this does look like this will start taking place next year.

Peach Burkhart asked when Main Street was going to be fixed. Tom explained that this will be done later after this prior street paving project gets done. Mrs. Burkhart was explaining that there is gravel that is being thrown from the road and hitting windows from where they patched the water break holes. Tom stated that he will get some cold patch down there. She also asked about the building on Main Street and if something can be done about this because it looks bad. Also, the CIC Building has weeds and grass that is grown up. Tom stated that he would get this taken care of tomorrow, weather permitting.

Mr. Lane Allen at 513 Washington Street was present to discuss with Council about the problem he has with drilling into his house without notification. His meter reading box was moved and holes were made in his siding because of this. Council stated that if something needs fixed or replaced they will notify him first. This was all discussed in further detail.
