Crooksville Council Meeting Minutes   Monday, September 18                   20 17

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins was present. Jan Baughman was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

APPROVAL OF REPORTS: Motion to approve September Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve September Expense Adjustments to the 2017 Appropriations was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Motion to approve Clerk’s Reports for August was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve Mayor’s Report for August was made by Mr. Mohler and seconded by Mr. Locke. Mayor Redfern explained that we received in $1,349 for August. Motion carried.

PAID BILLS: A motion to approve Resolution 2017-67 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-68 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFER: A motion to approve Resolution 2017-69 transferring funds was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

SERVICE: Motion to accept the second reading of the Jobes Henderson and Associates proposal to complete a Stormwater Utility Development Study for the sum of $35,250.00 was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

SAFETY: Fire/EMS Chief Ralph Hill was present to discuss with Council about the P.O. submitted to repair Engine 213 for approximately $2,600 and on the EMS side he submitted a P.O. for battery charger totaling $1,800 and batteries that are $110 a piece for the Zoll Heart Monitor. Motion was made to approve these Purchase Orders by Mr. Mohler and seconded by Mr. Locke. Motion carried.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2597, an Ordinance Establishing Proper Pet Waste Disposal throughout the Village of Crooksville was made by Mr. Rice and seconded by Ms. Smith. Vote went as follows: Mr. Rice yes, Mr. Locke yes, Mr. Hampton no, Ms. Smith yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to accept the second reading of Resolution 2017-65, a Resolution Authorizing the Mayor of the Village of Crooksville to Apply for, Accept, and Enter into a Water Pollution Control Loan Fund Agreement for a Planning Loan to Complete a Storm Water Utility Feasibility Study; and Designating a Dedicated Repayment Source for the Loan was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to suspend the rules for Ordinance 2598, an Ordinance Amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Motion to approve having Trick or Treat on October 31st from 5:30pm -7:00 pm was made by Mr. Rice and seconded by Mr. Mohler. Mr. Mohler asked if this was when Roseville was holding theirs. Brittany stated that it is also when Roseville’s is being held. Motion carried.

Motion to allow citizens comments/ complaints at Village Workshop sessions effective October 1st, 2017 was made by Mr. Rice and seconded by Mr. Locke. Mr. Hampton asked to make sure this can get out to the public. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Motion to go into Executive Session per ORC 121.22 (G) (2) for Real Estate and (G) (3) for Possible Litigation was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Council is out of Executive Session with no decisions made.

Mayor Redfern brought up the Noise Permit for The Haunted School and stated that he spoke with Mr. Randolph regarding his insurance requirements. Once he receives copies of his coverage he will bring this in for proof and have it inspected by the Fire/EMS Chief and be approved. Motion was made to approve the Noise Permit pending approval from Fire Chief as well as all criteria is met was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

ADJOURNMENT: A motion to adjourn was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
