Crooksville Council Meeting Minutes,   Monday, September 19,           2016

 

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, and Ms. Driggs. Tom Collins and Jan Baughman were present. Mayor Redfern and Brittany Ross were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve September Revenue Adjustments to the 2016 Budget was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to approve Clerk’s Reports for August was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-64 paid bills and payroll was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-65 to be paid bills was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-66 transferring funds was made by Mr. Hampton and seconded by Mr. Locke. Motion carried.

SAFETY: Mark Dalrymple was present for Fire/EMS. First of all, the hose test was done this week and some of the hose didn’t pass so they need to get more hose which will cost about $3,710.00. The next item he needed to discuss was in regards to speaking with Tim Linn about the Firehouse and this will be discussed later on in more detail.

The last item he had was regarding getting a grant writer costing $2,700.00 for the Ohio First Responder to get a grant to replace all new fire gear and replace SCBA. This grant has to be in by October 11th. Motion was made to go with this grant writer for $2,700 was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Mark stated that they need pre approval to purchase C.O. monitors because they do not have any monitors in the Firehouse at the moment. They would like to get one for each truck. The cost would be $432 each and the calibration kit is $149.

Motion to approve the purchase of fire hose for $3,710.00 was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2570, an Ordinance to amend the 2016 Budget and Appropriations as an Emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Mohler stated that it was discussed in detail at workshop last week and explained to Mr. Loomis that they can use the alley but they have decided at this time that vacating the alley that there is no need. Council discussed with Mr. Loomis about any future plans that Christy Catalytics had for their buildings.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (2) for Real Estate as well as ORC 121.22 (G) (1) for personnel was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Council is out of executive session with decisions made.

Motion to accept resignation from Officer James Chapman from Crooksville Police Auxiliary effective immediately was made by Mr. Hampton and seconded by Ms. Smith. Motion carried.

Motion to instruct Village Solicitor to proceed with acquiring property on Industrial Drive was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to adjourn was made by Mr. Hampton and seconded by Ms. Smith. Motion carried.
