Crooksville Council Meeting Minutes   Monday, September 21,               2015

ROLL CALL: Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Ms. Smith, and Ms. Driggs. Jan Baughman and Tom Collins were present. Mayor Lantz was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve September revenue adjustments for the 2015 Budget was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

Motion to approve Mayor’s report for August was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

PAID BILLS: A motion to approve Resolution 2015-61 paid bills and payroll was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2015-62 to be paid bills was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

TRANSFER: A motion to approve Resolution 2015-63 transferring funds was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.

SAFETY: Fire/EMS Chief Ralph Hill was present to give Council updates from his departments. He stated that he has submitted three grants as well as having Ethan Barker present who would like to join Crooksville Part-Time EMS. He stated that he will have to have the ladders and hoses tested and that this will be done soon and will cost $3,500. Ethan stated that he currently has 240 FF card as well as being an EMT Basic part time and currently works at Port Columbus with Ralph. Motion was made by Mr. Rice and seconded by Mr. Hampton to approve adding Ethan Barker to the Part Time EMS. Motion carried. It was stated that all of Council has been given a copy of the EMS reports.

Motion to approve pay increase for Officer Pat Corder to $10.00/hour for the 24 hours worked as Part Time Patrolman was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

BUILDING: Motion to approve Demolition Permit for Jay Donaldson at 305 Burley Street was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2541, an Ordinance Amending the 2015 Budget and Appropriations as an emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to accept the second reading of Ordinance 2537, an Ordinance to define and regulate fences was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to accept the third reading of Resolution 2015-60, a Resolution Authorizing Request for Proposals to the Village Council for Exclusive Residential Solid and Yard Waste Collection and Disposal and Billing Therefore throughout the Village of Crooksville was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

OTHER OLD BUSINESS: Mr. Redfern stated that he would like to make a motion to re-advertise for the sale of Heritage Hall and it was seconded by Mr. Rice. Motion carried.

Mr. Redfern stated that we needed to do a survey on Dams 1 & 2 and Tom stated that he would get a hold of the Division of Dams and discuss it at the next workshop.

NEW BUSINESS: Chief Hill stated that he needed a motion for him to complete the hose and ladder testing for $3500.00. Mr. Redfern made a motion to approve this testing and seconded by Mr. Hampton. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

EXECUTIVE SESSION: Mr. Rice made a motion to go into executive session per ORC 121.22 (G) (2) Purchase of property and seconded by Mr. Redfern. Motion carried.

Council is out of executive session with decisions made.

Mr. Rice made a motion to purchase the 2007 Ford Crown Victoria for $2,500.00 from Village of Roseville and it was seconded by Mr. Hampton. Motion carried.

ADJOURNMENT: A motion to adjourn was made by Mr. Hampton and seconded by Mr. Redfern. Motion carried.
