Crooksville Council Meeting Minutes   Monday, October 2                  2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Locke was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

APPROVAL OF REPORTS: Motion to approve October Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve October Expense Adjustments to the 2017 Appropriations was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

PAID BILLS: A motion to approve Resolution 2017-70 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-71 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

TRANSFER: A motion to approve Resolution 2017-72 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SERVICE: Motion to accept the third reading of the Jobes Henderson and Associates proposal to complete a Stormwater Utility Development Study for the sum of $35,250.00 was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

BUILDING: Motion to approve Building Permit for David Adams at 330 Delaware Drive retro to September 25, 2017 was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

LEGISLATIVE: Motion to accept the third reading of Ordinance 2597, an Ordinance Establishing Proper Pet Waste Disposal throughout the Village of Crooksville was made by Mr. Rice and seconded by Ms. Smith. Vote went as follows: Mr. Rice yes, Mr. Hampton no, Ms. Smith yes, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to accept the third reading of Resolution 2017-65, a Resolution Authorizing the Mayor of the Village of Crooksville to Apply for, Accept, and Enter into a Water Pollution Control Loan Fund Agreement for a Planning Loan to Complete a Storm Water Utility Feasibility Study; and Designating a Dedicated Repayment Source for the Loan was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to suspend the rules for Ordinance 2599, an Ordinance Amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

INSURANCE: Motion to accept Option 1 for Flood Insurance Renewal on all properties while removing from Elliott Building at 35 China Street was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SAFETY: Mayor Redfern stated that he would like to talk about the property that the State of Ohio owns and if Council wanted to include this property in the elevation study. Council stated that they would like this included. Motion was made to authorize Jobes Henderson to move forward with the Elevation Study done on the ODOT Property was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mayor Redfern stated that the Haunted School was approved by the Fire Chief and insurance requirements were met so they can proceed with what they had scheduled for their event.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Rice stated that he will be opening the climbing wall back up for the children on November 16th from 6pm -8pm. He asked if Brittany would make sure this was put on the run around channel. He stated that he would like to discuss raising the rates for the Rec Center. Motion to raise the rates for the Rec Center from $1.00 to $2.00 per student, from $2.00 to $3.00 per adult, and from $5.00 to $6.00 for a family for events was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

ADJOURNMENT: A motion to adjourn was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
