Crooksville Council Meeting Minutes,   Monday, October 17,           2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

REPORTS: Motion to approve October Revenue Adjustments to the 2016 Budget was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve October Expense Adjustments to the 2016 Appropriations was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Motion to accept Mayor’s Report for September was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

Mayor Redfern let Council know that they have also received the Monthly police report for August in their packets.

Motion to accept Clerk’s Reports for September was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-70 paid bills and payroll was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-71 to be paid bills was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-72 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve voiding outstanding checks from old payroll/ financial management system and moving monies back to originating funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SAFETY: Police Chief Walters was present to discuss with Council about placing James Slack onto the Volunteer Police Auxiliary Board Fund. Motion was made by Mr. Rice and seconded by Mr. Hampton to approve adding James Slack to the Volunteer Police Auxiliary Board replacing Chuck Woods. Motion carried.

Chief Walters discussed with Council about the possibility of adding a full time officer as well as possibly another part time officer to make sure all hours are covered. Chief Walters’s preference would be another full time officer as well as a part time officer instead of paying the police auxiliary officers to fill in when needed. Council does not agree with hiring a full time as well as a part time until after hiring full time and see what still is not covered as well as if the funds are available to cover these wages/ benefits. This was discussed in further detail as to interviewing and what should be done.

The last item Chief Walters wanted to discuss with Council was whether or not the Corner of Star Street and Winter Street can be shut down for a block party this weekend for a family that is coming in. Council discussed this and didn’t think that this would be a good idea due to Star Street being a thorough fair and constantly busy. Chief Walters was asked and brought it before Council. Mayor Redfern stated that this would not be approved by Council.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2571, an Ordinance to amend the 2016 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Mayor Redfern brought before Council a request for putting an ad in the Crooksville High School athletics. This would be to advertise something for the Village for their Basketball program. Council decided that the Village would have nothing to advertise and would have to for all programs so it was decided that they would not.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

Motion to adjourn was made by Mr. Hampton and seconded by Mr. Locke. Motion carried.
