Crooksville Council Meeting Minutes   Monday, October 19,               2015

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Ms. Smith, and Mr. Mohler. Jan Baughman and Tom Collins were present. Ms. Driggs was absent.

First on the agenda is to discuss the Levy being put on the ballot for Mental Health Services.

Ms. Driggs is now present.

Vicky was present and she is head of the Mental Health Board and wanted to ask Council for their support for the 1 mill levy and explained that this is not a new tax. She explained what all they help with and how this helps the community.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve October revenue adjustments for the 2015 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Clerk’s report for September was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-67 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-68 to be paid bills was made by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-69 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

LEGISLATIVE: Motion to accept the second reading of Ordinance 2542, an Ordinance Declaring Certain Property Surplus and Authorizing its sale was made by Mr. Mohler and seconded by Mr. Redfern. This is for the 2006 Ford Crown Victoria. Motion carried.

Motion to suspend the rules for Ordinance 2544, an Ordinance Amending the 2015 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

INSURANCE: Motion to accept the grandmother renewal rates for our Current Health Insurance Plan was made by Mr. Redfern and seconded by Mr. Rice. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mayor Lantz informed everyone that the Red Ribbon Kickoff Walk against Drugs will be October 26th at the Perry County Commissioners Office.

Mr. Redfern stated that he had a few things that he would like to have put on the workshop agenda for the following meeting. This included putting liens on properties where the water and sewer bills are delinquent by more than 6 months as well as a discussion of baby pool renovations that money has been getting setback for. He stated that there was an idea looked at earlier in the year but needed to go over other ideas for this. Mr. Redfern stated that he discussed with Lisa earlier in the day that we do not have a set time limit on when we send the information in to get a lien attached to a property. He explained that this is an easy route to flag when accounts are delinquent and a better tracking method. This is for property owners, not renters.

CITIZENS COMMENTS/ COMPLAINTS:  Nothing.

Police Chief Walters stated that he would like for Council to discuss Tracy at the next workshop meeting.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) 2 Real Estate was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Council is out of executive session with decisions made.

Mr. Redfern made a motion to reject the bid for Heritage Hall and this was seconded by Mr. Rice. Motion carried.

Mr. Mohler made a motion to rebid Heritage Hall with a minimum bid of $5,000 and was seconded by Mr. Rice. Motion carried.

Mayor Lantz stated that we have received all the bids for trash haulers and these will need to be reviewed and the final answer will be given at the following Council Meeting on November 2nd                                                                        

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
