Crooksville Council Minutes Monday, November 4, 2013                                               

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Allen, Mr. Moore and Mr. Mohler. Tom Collins and Jan Baughman were present.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Mohler.  Motion carried.

APPROVAL OF REPORTS:  Motion to approve Mayor’s reports for September and October was made by Mr. Mohler and seconded by Mr. Moore.  Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Rice to approve the November Revenue Adjustments to the 2013 Budget. Motion carried.

PAID BILLS:  A motion to approve Resolution 2013-65 paid bills and payroll was made by Mr. Rice and seconded by Mr. Mohler.  The vote was as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Allen yes, Mr. Moore yes, and Mr. Mohler yes. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2013-66 to be paid bills was made by Mr. Rice and seconded by Mr. Mohler.  Motion carried.

TRANSFER:  A motion to approve Resolution 2013-67 transferring funds was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

PAID BILLS:  A motion to approve Resolution 2013-68 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Moore. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2013-69 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton.  Motion carried. 

TRANSFER:  A motion to approve Resolution 2013-70 transferring funds was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

PARK & RECREATION COMMITTEE: A motion was made by Mr. Mohler and seconded by Mr. Moore to approve the purchase of Exmark Zero Turn Mower from Buckeye Power Sales at State Purchasing Price of $14,002.00. Motion carried.

SAFETY COMMITTEE: No motion was made to accept Jeffrey Wills to Part-Time EMS.

A motion was made to accept Jacob Waltemire to Part-Time EMS by Mr. Rice and seconded by Mr. Redfern. Motion carried.

The Mayor stated that Chief Tysinger would like to talk to Council about something. He stated that Joey Carr would like to be a part of Crooksville Police Auxiliary again. Council stated that it would be based on the Mayor’s recommendation. The Mayor stated that he feels that Joey Carr would do well on Crooksville’s Police Auxiliary. Mr. Rice made the motion to accept Joey Carr to the Crooksville Police Auxiliary and it was seconded by Mr. Hampton. Motion carried.

BUILDING COMMITTEE: A motion to approve the building permit for John Blaney at 100 Cannon Avenue was made by Mr. Mohler and seconded by Mr. Rice. The vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Allen yes, Mr. Moore yes, and Mr. Mohler yes. Motion carried. Mr. Redfern stated that that there are policies and procedures that need to be done and people are jumping the gun and therefore he is not voting for this.

LEGISLATIVE COMMITTEE:  A motion to suspend the rules for Ordinance 2474, amending the 2013 Budget as an emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried. 

A motion was made by Mr. Mohler and seconded by Mr. Hampton to accept Ordinance 2474, amending the 2013 Budget as an emergency. Motion carried.

OTHER OLD BUSINESS:  Nothing.

NEW BUSINESS: Mr. Hampton stated that sign ups will be starting for the Rec league basketball on November 12th. He stated that he would like it put on the run around and he needs about 250 copies made so he can start getting them out to all the students.

Mr. Moore stated that he received several phone calls about Trick-or-Treat being taken off the run around channel. The Mayor stated that he does not know why it was not on there. Many people thought that since it wasn’t on there, that it may have been cancelled. Mr. Hampton stated that he had a problem with people speeding and wanted to see if the speed could be reduced for Halloween for safety reasons. Chief Tysinger stated that he had as many areas covered as he could. Jan stated that in order for the speed limit to be changed, you would have to post on all streets. She said that Council should consider closing down some streets for Halloween for safety precautions like it is done for parades. Mr. Hampton agreed with this that for at least an hour the streets should be closed down.

Mr. Rice stated that the climbing wall will be open December 5th and would like to get this put on the run around channel. Brittany stated that she will give this to Donna to put on the channel.

The Mayor stated that he had given Council a list of points from the County for the Street Paving grant. He stated that we ended up with 465 points and that last year anyone above 460 points got approved last year and any above 465 points got approved the year before that.

The Mayor asked if there was any other business to be brought before Council. Mr. Redfern stated that he has something to discuss. In regard to building permits, Council has voted on building projects that has already been done and some time, it will come back against them. Mr. Redfern stated that people need to realize that they cannot just put something up and do the paperwork later and that the fine should be greater for this. Jan stated that there is no fine set in place and the Ordinance would need to be amended to adopt a fine. Mr. Redfern stated that he feels that this should be done. Mr. Redfern stated that when people put up fences they don’t pay attention to whether it goes over the utility lines. Mr. Moore stated that the Village has no fence ordinance.

CITIZENS COMMENTS/COMPLAINTS:  Joanne Boring stated that when you pass Heritage Hall on the right, Council needs to look at the Reed Station Park. She stated that the bricks are down and want to know why it cannot be fixed.

Joanne stated that there was a grant for two high school students to repair the tennis court and it is in horrible condition today. She stated that both of these things should have been taken care of. She stated that the fencing around the tennis court is bad. Mr. Redfern stated that the fence is torn up by the basketball court. 

Joanne stated that there is a hole beside the Anything Store and the first time a drunk driver comes around that corner, they are going to go into that hole and it is a story deep. She stated that nothing has been done in two weeks and the hole is still there. The Mayor stated that the Street Department will put concrete barricades up there to block that hole.

Joanne Boring stated that there is a guy on a yellow four-wheeler that she almost hit while backing out of her driveway and she scolded him and followed him to tell him that he does not have permission to ride it on the road where she almost hit him. Chief Tysinger said that this is the first time that he has heard of this. Joanne stated that his parents should be cited for this. She stated that he comes down Mohican and Delaware and that his father should load the four-wheeler up and take him down there to let him ride. She stated that this was over the summer. Jan stated that she needs to call and report this to the Police because otherwise the Police cannot do anything about it.

Chief Tysinger stated that he applied for a $20,000 JAG Grant from the Ohio Department of Criminal Justice System to go towards the purchase of a new vehicle which costs about $32,000.00. He stated that he would like to see us get some help for this and that he will not hear anything for probably two or three months.

Mr. Rice made a motion to adjourn and was seconded by Mr. Mohler. Motion carried.
