Crooksville Council Meeting Minutes,   Monday, November 7,           2016

ROLL CALL:  Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, and Mr. Mohler. Tom Collins and Jan Baughman were present. Ms. Driggs was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

REPORTS: Motion to approve November Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to approve November Expense Adjustments to the 2016 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Ms. Driggs was now present.

Motion to accept Clerk’s Reports for October was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

PAID BILLS: Motion to approve Resolution 2016-73 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-74 to be paid bills was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-75 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Motion to purchase five (5) security cameras from I2C Technologies for the Village Park at $11,144.06 was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

SAFETY: Motion to hire Travis Loy to full-time Patrolman at $10.50/ hour with a 6 month probationary period was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to put Dallas Taylor on the Crooksville PD Auxiliary with a 6 month probationary period was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to suspend the rules for Resolution 2016-76, a Resolution Extending the Mutual Aid Agreement with the Village of Roseville for Police Protection through December 31, 2016 and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Locke. Ms. Baughman explained that this is being done so that the new agreement can run from January 1 through end of the year with other renewals we make at the beginning of the year. Motion carried.

Motion to accept Resolution 2016-76, a Resolution Extending the Mutual Aid Agreement with the Village of Roseville for Police Protection through December 31, 2016 and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the first reading of Resolution 2016-77, a Resolution Authorizing a Mutual Aid Agreement with the Village of Crooksville, for police protection for the year 2017 was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Council was given an updated Fire Department Report for September and October.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2572, an Ordinance to amend the 2016 Budget and Appropriations as an emergency was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to suspend the rules for Ordinance 2573, an Ordinance Authorizing Participation in the State of Ohio Director of Transportation’s Bridge Inspection Program and declaring it an Emergency was made by Mr. Hampton and seconded by Mr. Mohler. Mr. Mohler questioned why this had to be done as an emergency. Ms. Baughman explained to him that this had to be in by the end of November in order for the Village of Crooksville to participate. Motion carried.

Motion to accept Ordinance 2573, an Ordinance Authorizing Participation in the State of Ohio Director of Transportation’s Bridge Inspection Program and declaring it an Emergency was made by Rice and seconded by Mr. Mohler. Motion carried.

Motion to accept the first reading of Ordinance 2574, an Ordinance Declaring Certain Real Property No Longer Needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Reservoirs 1 & 2) was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to accept the first reading of Ordinance 2575, an Ordinance Authorizing Sale of Municipal Property Following Bid; Heritage Hall and Reed Station was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

UTILITY: Motion to approve Temporary Termination for Donnette & Ronald Parker at 12051 Buzzard Glory Road was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Motion to approve Water/Sewer Abandonment Permit for William & Delore Sturgill at 2543 State Route 93 Ne was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing.

Police Chief Walters stated that he had Mr. Ken Watkins present to introduce himself to Council. Chief Walters explained that this gentleman would like to join the Crooksville Police Auxiliary. Mr. Watkins explained that he has to complete the Police Academy still but is confident that he will pass. Motion was made to add Mr. Ken Watkins to the Crooksville Police Auxiliary after completion of the Police Academy was made by Mr. Rice and seconded by Mr. Locke. Motion carried.

CITIZENS COMMENTS/ COMPLAINTS: Ms. Orsbon- Chiki was present to discuss with Council her problems with getting a result from the Police Department in regards to a man that will not leave her family alone and live in constant fear. She explained to Council the history of the actions as well as what is currently being done. She was asked to discuss with Police Chief Walters and Solicitor Jan Baughman after the meeting was adjourned.

Mr. Rice asked that Brittany put on the runaround channel as well as the website that the Climbing Wall will reopen the 17th of November.

Mr. Hampton asked that someone look at the smoke sensors located in the ductwork at the Rec Center because of the false alarms they put off. He asked that they be inspected.
