Crooksville Council Meeting Minutes   Monday, November 17                        2014

 

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, and Ms. Driggs. Tom Collins and Jan Baughman were present. Mr. Mohler was absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.

Mr. Mohler is now here.

REPORTS:  Motion to approve November revenue adjustments for the 2014 Budget was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve November expense adjustments for the 2014 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve Clerk’s Report for October was made by Mr. Dennis and seconded by Mr. Mohler. Motion carried.

PAID BILLS:  A motion to approve Resolution 2014-75 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-76 to be paid bills was made by Mr. Dennis and seconded by Mr. Rice. Motion carried.

TRANSFER:  A motion to approve Resolution 2014-77 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Mr. Hampton stated that the climbing wall is going, as well as basketball sign ups and archery. Mr. Redfern asked if Council knew of any big expenses for next year that would be paid out of the Park & Pool fund. Mr. Mohler stated that the only thing he could think of is fixing the baby pool.

SAFETY: A motion was made by Mr. Dennis and seconded by Mr. Hampton to appoint Mark Dalrymple as Assistant Fire Chief effective immediately. Motion carried.

Police Chief Walters stated that he had three police auxiliary applicants present that he would like to be added. They included Pat Corder, Misty Van Balen, and David Starling. A motion was made by Mr. Hampton and seconded by Mr. Redfern to accept all three applicants to the Crooksville Police Auxiliary. Motion carried.

Mayor Lantz recommended hiring Bryan Alexander as Patrolman full time at $10.50/ hour. Mr. Dennis made a motion to approve hiring Bryan Alexander and it was seconded by Mr. Rice. Motion carried.

LEGISTLATIVE: Motion to approve the first reading of Ordinance 2505, the 2015 Appropriations was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to suspend the rules for Ordinance 2506, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

UTILITY: Motion to approve the 6 month probationary period of Troy Watts and under recommendation by the Village Administrator to move Troy Watts and Dana Strate to $10.00/ hour effective 11/21/2014 was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

OTHER OLD BUSINESS: Mr. Redfern stated that at the last Council meeting we tabled a motion temporary termination for Henry Harris and wanted to know if there was anything new on this. Tom stated that there is not.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Joey Carr stated that Unit #04 was back and running good with a little more work done by Tim Bobb.

Mr. Redfern asked if the shotguns were going to be declared surplus. Mayor Lantz stated that there was a letter to Council from Police Chief Walters about declaring the shot guns surplus and donating them to Roseville. Mr. Rice made a motion to declare the shot guns surplus and donating them to Roseville and was seconded by Mr. Redfern. Motion carried.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) Personnel was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Council is out of executive session with no decisions made.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
