Crooksville Council Meeting Minutes   Monday, November 18, 2013                                                                                        

 ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Allen, and Mr. Moore. Tom Collins was present. Mayor Lantz and Jan Baughman were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

APPROVAL OF REPORTS:  Motion to approve Clerk’s reports for October was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

A motion was made by Mr. Moore and seconded by Mr. Rice to approve the November Revenue Adjustments to the 2013 Budget. Motion carried.

A motion was made by Mr. Hampton and seconded by Mr. Rice to approve the November Expense Adjustments to the 2013 Appropriations. Motion carried.

PAID BILLS:  A motion to approve Resolution 2013-71 paid bills and payroll was made by Mr. Moore and seconded by Mr. Hampton. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2013-72 to be paid bills was made by Mr. Moore and seconded by Mr. Hampton.  Motion carried.

TRANSFER:  A motion to approve Resolution 2013-73 transferring funds was made by Mr. Rice and seconded by Mr. Hampton.  Motion carried.

PARK & RECREATION COMMITTEE: Mr. Mohler stated that there was to be a discussion about the USDA loan for the Rec Center and asked Mr. Hampton if he would explain. Mr. Hampton stated that there are a lot of restrictions with this loan and if we could get it financed through somewhere else we could broaden what the Rec Center can be used for. Mr. Hampton asked Brittany Ross what the payoff was and she said that it was around $87,000 and that the interest rate was 4.75%. Tom Collins stated that he thought the Mayor was going to shop around to see what can be done. Mr. Mohler stated that this needed to be put on the next workshop agenda to discuss.

Jan Baughman is now present.

SERVICE COMMITTEE: A motion to hire Mark Dalrymple for the Service Department full time at $9.00/hr with an increase to $9.50/hr after 6 months probationary period or $10.50/hr if and when he receives a CDL was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

A motion was made by Mr. Rice and seconded by Mr. Moore to approve a 6 months probationary period pay increase for Dana Strate to $9.50/hr and an increase to $10.50/hr if and when he receives a CDL effective November 18, 2013. Motion carried.

LEGISLATIVE COMMITTEE:  A motion was made by Mr. Rice and seconded by Mr. Hampton to accept the first reading of Ordinance 2475, the 2014 Appropriations. Motion carried.

A motion to suspend the rules for Ordinance 2476, amending the 2013 Appropriations and Budget as an emergency was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

A motion was made by Mr. Hampton and seconded by Mr. Rice to accept Ordinance 2476, amending the 2013 Appropriations and Budget as an emergency. Motion carried.

 

UTILITY:  A motion was made by Mr. Hampton and seconded by Mr. Rice to hire Kathy Stalter as the Utility Billing Clerk full time at $9.00/hr and $10.00/hr after her 6 month probationary period retro to November 4, 2013. Motion carried.

 

OTHER OLD BUSINESS:  Nothing.

NEW BUSINESS: Mr. Hampton asked Tom Collins if he had received a second bid for the Rec Center heating. Tom replied that he approved it for Theisen’s to work on it and that Tim Bobb was working on the breaker today and that a new hot water tank and circulator pump had to be purchased as well. Mr. Hampton asked when this would be done because he was getting ready to do the floors because heat was needed to complete this. Tom stated that eh would have to check with Tim Bobb on this or call him tomorrow. 

Chief Tysinger stated that he had a new applicant for the Crooksville Police Auxiliary, Chris Martin. He stated that he told Chris to come to the meeting tonight so Council could meet him and that Jerry Marks checked his references and all was well with that. Chief Tysinger stated that he had completed his background check and it came back good and that he will let Chris explain what his current job is. Chris Martin stated that he investigates abusive neglect for people who have disabilities and works for Mid-East Ohio Regional Council. He stated that he lives in Hebron, Ohio. 

A motion was made by Mr. Rice and seconded by Mr. Moore to add Chris Martin to the Crooksville Police Auxiliary effective today. Chief Tysinger stated that he still had to get with the Mayor to do the Oath of Office and submit the paperwork to the state. Motion carried.

CITIZENS COMMENTS/COMPLAINTS:  Mr. Redfern asked Jan Baughman if the Policies and Procedures Manual was ready to print. Jan stated that she is waiting to hear from Tara.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
