Crooksville Council Meeting Minutes   Monday, November 20,                 2017

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Ms. Smith, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present. Mr. Hampton was absent.

Grant Schooley with Jobes Henderson was present to discuss the Waterline Project with updates and to seek approval to pay Freedom Construction. They are currently at Brown Circle with the main line being complete. They will be moving to Snell Drive next and then on to Grant Street that has the line that runs up to the new tank. Mid-Atlantic is supposed to be starting this on the 27th. There will be a meeting tomorrow at 10:00 am to discuss the private service line connections with Buckeye Hills regarding the LMI requirements. Jobes requested a cost estimate from Freedom Construction to add some restraints to the line that goes up to the tank. They also requested a revised claim for stoppage of work out on Tunnel Hill Road. Jobes has rejected most of the claims submitted by Freedom Construction but the one from Tunnel Hill Road they have allowed once revised. Motion to approve pay app #2 for Freedom Construction totaling $166,415.27 was made by Mr. Rice and seconded by Mr. Mohler. Motion carried. Grant stated that lead service lines need replaced because EPA is looking at this very strongly. Tom stated that Council will be voting on having homeowners replace any lead or galvanized service line in 60 days due to this once notified by the Village office. Mr. Rice asked if there is a schedule available so it is known on where they will be heading next. Grant stated that this is up to Freedom Construction on where they will be going and when but has asked for a schedule of up to 6 weeks out. For now, Freedom Construction will stick with one crew.

Grant stated that the Village is scheduled for a December OWDA loan for the Stormwater Utility study. Jobes Henderson gave Tom a questionnaire to fill out regarding what resources we would need to use for this storm water utility and he has provided them back answers today and will begin starting to work on this process.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

APPROVAL OF REPORTS: Motion to approve November Revenue Adjustments to the 2017 Budget was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve November Expense Adjustments to the 2017 Appropriations was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve Mayor’s Report for September was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

CORRESPONDENCE AND MESSAGES: Mayor Redfern reminded Council of the meeting tomorrow at 10:00 am that Grant mentioned with Buckeye Hills on LMI service connection funding. Mayor Redfern would appreciate any Council Members that could be able to be there.

SOLICITOR’S LIST: Jan Baughman stated that regarding Sprankle’s property that she has submitted entries to the court and are just waiting on the judge’s signature.

PAID BILLS: A motion to approve Resolution 2017-79 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2017-80 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFER: A motion to approve Resolution 2017-81 transferring funds was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PARK & RECREATION: Motion to proceed on the Park Restroom Facility utilizing CDBG funds, Park and Pool funds, and Capital Project funds was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

BUILDING: Motion to approve Building Permit and Demolition Permit for Christy Catalytics was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

LEGISLATIVE: Motion to suspend the rules for Ordinance 2603, an Ordinance Amending the 2017 Budget and Appropriations as an Emergency was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

UTILITY: Motion to require mandatory replacement of galvanized and lead service lines by the owner with a sixty (60) day notice to have replaced or the water service will be terminated was made by Mr. Rice and seconded by Mr. Mohler. Ms. Driggs asked if there would be an extension given to people who cannot afford this at the time they are noticed. Tom explained that this would be taken care of as this comes along. Motion carried.

INSURANCE: Mayor Redfern explained that he had a couple of gentlemen here from Harmon Insurance to discuss with Council the services they have available. Thurman Harmon stated that he has a lot of Counties, Cities, and Villages insured throughout the state. He stated that he had a copy of the Village’s current plan and that there are three different companies that he would like to work with and he believes that he can get the Village great savings but with the one company he would need the employees to fill out an application. Thurman explained that he would be present at the meeting next Monday night to listen to the Village’s current broker regarding what she was able to come up with. Tom asked if this was an ACA plan and Mr. Harmon explained that this was not.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Rice asked Solicitor Baughman if Elected Officials could get insurance through the Village and pay for it themselves. Tom explained that Mr. Rice could ask Kathy Maguschak with McBane Insurance when she came to the meeting next week.

Mayor Redfern stated that the tire collection was this past Saturday from 9:00 am – noon and over 2,000 tires was collected between Crooksville and Roseville. He asked if this could be done again next year and they said if they get the mosquito grant again he would be more than happy to come down. Mr. Locke stated that he got there about 8:45 am and they were wrapped around the pool already lined up.
