Council Workshop Minutes Monday, November 25, 2013
Mayor Lantz called the meeting to order. Present were Chris Rice, Jeremy Allen, Bill Hampton, Tim Moore, and Fred Redfern. Tom Collins was present. Chris Mohler was absent.
The Mayor asked Brittany Ross to start her agenda.
Brittany informed Council that they had a statement of Cash in front of them to review.
She stated that the next thing on her agenda was whether or not Council wanted a count of customers or just a list of haulers for trash. Council stated that they just want a list of haulers.
Brittany stated that the last thing she had was in regards to reviewing the proposed salary for Jan Baughman, the Village Solicitor.
Tom Collins began his agenda.
Tom stated that the first thing on his agenda was that Council had been given an emergency phone list to review and discuss.
Chris Mohler is now present.
Tom stated that all has been given a list of employees and numbers. Fred Redfern stated that the County Sheriff’s Office needs a list of emergency numbers and only needs to give them numbers for some, but not all that is on this list. It was suggested that our emergency number be called to get the information needed. This list will be reviewed and worked on some more to fit these needs. Tom stated that any phone the Village owns can be given to the County.
Tom stated that the next thing on his agenda is in regards to 700 China Street. He stated that the owner of this building cannot be found and Jan is trying to obtain this information for us. He said that Coachmen no longer owns that building and it needs to be obtained because he has had two prosperous businesses inquiring about it.
Tom asked Council their opinion on what to do with the street light at China and Main. He stated that as of right now there are temporary stop signs but wants to know if new poles and new lights are wanted because this would have to be subcontracted out. Chris Rice and Tim Moore stated that they think the stop signs are working pretty well as did Chris Mohler. Tom asked Chief Tysinger if he had any input. Chief Tysinger stated that he has had complaints of people running the stop sign and that he feels it should be a four way stop to include the access road to the Barber Shop and that if Council decided to go with the stop signs, the reflective lights need to be in the middle of the pole. Tom stated that the access road is just an abandoned railroad way and is not a village street so therefore, it does not need included. Fred Redfern asked if there could also be a flashing red light to go along with the stop signs. Tom stated that this will still mean new wiring and poles, that is does not matter what type of light it is. Chief Tysinger stated that it is good as a three way stop. Chris Rice stated that it may help to paint STOP on the street. Chief Tysinger stated that the stop signs need concreted in the ground. Tom stated that he will conform to how it needs done according to ODOT standards.
Tom stated that he wanted to discuss the abandonment options since he was not present at the previous meeting where it was discussed. Fred Redfern asked if the reconnect fee should be $50.00. Tom stated that the people can only reconnect if they go with the temporary abandonment and that temporary means they are able to hook back up as abandon completely means not to be hooked back up. Council discussed whether or not the septic tank needs to be backfilled and specifics on how the abandonment process needs done.
Fred Redfern asked if any septic tanks were going to be pumped out. Chris Mohler stated that a year ago this cost $30,000.00 for 90 to be done. Chris Rice stated that this should be done in the summer time. Tom stated that this is on schedule for spring.
Fred Redfern asked about the flood insurance for properties and if it increases, this is something for Council to think about. Chris Mohler stated that in response to this, every building in the flood plain has to do an elevation certificate and this will start next year. They discussed what buildings should have it and what ones shouldn’t.
Council discussed Heritage Hall and selling it. Chris Mohler asked if it had been declared surplus and it has not so Brittany stated that she will ask Jan to make sure this needs done. Tom stated that Council should think about selling reservoirs one and two as well.
Bill Hampton stated that he would like to thank everyone that helped get the floors done in the Rec Center and waxed up and thank Tim Bobb for getting the heat done.
