Crooksville Council Meeting Minutes   Monday, November 3                        2014

 

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, and Ms. Driggs. Tom Collins and Jan Baughman were present. Mayor Lantz was absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

REPORTS:  Motion to approve November revenue adjustments for the 2014 Budget was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to approve Mayor’s Report for October was made by Mr. Rice and seconded by Mr. Hampton. Motion carried. Mr. Mohler stated that Council has been given the activity report as well. Mr. Redfern commented that the Police are doing a fine job and that the hours the auxiliary officers put in was very good.

PAID BILLS:  A motion to approve Resolution 2014-72 paid bills and payroll was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-73 to be paid bills was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

TRANSFER:  A motion to approve Resolution 2014-74 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

SERVICE: Mr. Mohler stated that Council has been given a copy of Linn Engineering’s proposal for Wilson Street and a separate proposal for asphalt overlay. Tom stated that this would be from beginning of construction to end of construction for repaving Wilson Street at the Wall. Mr. Rice asked if there was money for this and Brittany stated that this would be. Mr. Redfern asked if this would be done, including paving before the bad weather and stated that the prices may go up after beginning of year for the paving.

Motion was made by Mr. Rice and seconded by Mr. Redfern to approve the entire cost of paving and allowing it to go to bid for the work needing to be completed on Wilson Street. Motion carried.

LEGISTLATIVE: Motion to suspend the rules for Ordinance 2504, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Redfern and seconded by Mr. Dennis. Motion carried.

Motion to accept Ordinance 2504, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.                         

UTILITY: Motion was made by Mr. Rice and seconded by Mr. Hampton to approve the abandonment of taps for a total of six lots at Fra-Mor Trailer Park. Tom stated that these have all been paid for. Vote went as follows: Mr. Rice yes, Mr. Redfern no, Mr. Hampton yes, Mr. Dennis no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Mr. Mohler asked Tom to explain about Henry Harris at 20 W Main Street and his temporary permit papers. Tom stated that he knew nothing of this. Brittany explained that Lisa had gave her these papers today and that Robert signed the work order today and this has been done and Lisa wanted this brought before Council to get it approved to drop the cost down. Tom stated that he is not sure what he has done because he has not seen it and will talk to Robert about this. Mr. Redfern made a motion to table the approval of the temporary termination for Henry Harris and was seconded by Mr. Hampton. Motion carried.

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Police Chief Walters stated that on November 9th at 10am there will be a meeting with the entire Crooksville and Roseville police department to implement the mutual aid agreement. He stated that if any of Council would like to attend they are welcome to. Chief Walters stated that he spoke to Nancy Ridenour about doing two different dockets at same place to save time. Chief Walters stated that he will give Council more information once he finds out more.

CITIZENS COMMENTS/ COMPLAINTS: Nothing.

ADJOURNMENT:  A motion to adjourn was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
