Crooksville Council Meeting Minutes Monday, December 1 2014
ROLL CALL: Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Jan Baughman was present. Tom Collins was absent.
MINUTES: Motion to approve Clerk’s minutes was made by Mr. Hampton and seconded by Mr. Mohler. Motion carried.
REPORTS: Motion to approve December revenue adjustments for the 2014 Budget was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.
Motion to approve Mayor’s Report for November was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.
PAID BILLS: A motion to approve Resolution 2014-78 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
TO BE PAID BILLS: Motion to table the payment for the firefighter class was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.
A motion to approve Resolution 2014-79 to be paid bills was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
TRANSFER: A motion to approve Resolution 2014-80 transferring funds was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.
PARK & RECREATION: Mr. Hampton stated that the Rec Center is up and running with the climbing wall and archery going and basketball will be starting soon.
SERVICE: FYI to Council that the ad for Heritage Hall ran for the required (5) consecutive weeks with no bids turned in. Mr. Rice asked where it was advertised at. Brittany stated that it was advertised in the Perry County Advertiser. Mr. Rice suggested putting a sign in the window. Mr. Mohler stated that a person needs to be the designated contact. It was suggested with giving the paper for Heritage Hall in the water office so if anyone comes in asking about it they can hand it out. It was also discussed on if it should be advertised in other areas of publication or even Gov Deals.
SAFETY: A motion to approve the purchase of two (2) cruisers totaling $9,250.00 from the Police Equipment Replacement Fund was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
Mr. Rice asked Police Chief Rodney Walters if he was able to ask about blue mats for the rec center. Mayor Lantz stated that they were out of everything because they had an auction the previous week and got rid of most everything.
Police Chief Walters stated that there were 60 calls/ complaints for November and the mutual aid with Roseville is working very well. He wanted to see if a couple of light bars could be declared surplus and he would like to donate them to the dog warden’s office.
Police Chief Walters presented Council with how he would like the cruisers to be labeled from Hillbilly Graphix and will have an estimate next week.
He is having the checkups done on the new cars and Chief Slack from Roseville along with Tim Bobb will be doing this and working on getting everything done and getting equipment switched over. Chief Walters stated that he will be taking the vehicles down to Roseville tomorrow to get the Muskingum channels put in the marcs radios as well as updated. The auxiliary officers donated 137.75 hours last month.
Chief Walters explained that the Santa breakfast was not as successful as they expected but it still went well and they have ideas on how to improve for next year.
He stated that the Mayor’s Court receipts totaled over $2,000 for November and does not account for any money not yet collected or for people that is still waiting on court date or pleaded not guilty.
Chief Walters stated that he had a gentleman present who would like to join the auxiliary. Kyle Calendine approached Council and gave a little background information about his history and stated that he would like to be a police officer for the town. Council asked how many positions were left available in the auxiliary. Chief Walters stated that there would be one after Kyle.
Motion was made by Mr. Rice and seconded by Mr. Mohler to declare two light bars as surplus. Motion carried.
Mr. Hampton made a motion to accept Kyle Calendine to the Crooksville Police Auxiliary and it was seconded by Mr. Dennis. Motion carried. Mayor Lantz stated that his background check and everything came back good.
LEGISTLATIVE: Motion to approve the second reading of Ordinance 2505, the 2015 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.
Motion to suspend the rules for Ordinance 2507, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

OTHER OLD BUSINESS: Nothing.
NEW BUSINESS: Mr. Redfern asked if any new information is available for the problem over at the Legion. Mayor Lantz stated that George is still working on this and will give the Mayor a report once he is finished. Mayor Lantz stated that he contacted Joe Bishop and he didn’t put in the catch basin. This was discussed a little more by Council.
CITIZENS COMMENTS/ COMPLAINTS: Nothing.
EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (6) Security was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
Council is out of executive session with no decisions made.
Mayor Lantz stated what happened with Pump 213. He stated that it will cost over $2,000 and Mr. Redfern stated that it was major maintenance and explained what had to be fixed to the rest of Council. Mayor Lantz stated that Finley Fire will be doing this and this bill will be on the list to be paid at the following meeting to be approved.
