Crooksville Council Meeting Minutes  Monday, December 2, 2013                                                                   

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Allen, and Mr. Moore. Jan Baughman was present. Chris Mohler and Tom Collins were absent.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Redfern.  Motion carried.

APPROVAL OF REPORTS:  Motion to approve Mayor’s reports for November was made by Mr. Hampton and seconded by Mr. Redfern.  Motion carried.

Mayor Lantz asked David Couch, the Superintendent of the Perry County Board of DD to approach Council and explain what is being done. David Couch handed out brochures showing what all they do. He stated that he just wanted to keep everyone aware of what is being done including the green house, the cafeteria, and even selling Christmas trees this year.  The Community Employment Service helps individuals be ready to think in terms of employment.

A motion was made by Mr. Moore and seconded by Mr. Hampton to approve the December Revenue Adjustments to the 2013 Budget. Motion carried.

A motion was made by Mr. Moore and seconded by Mr. Rice to approve the December Expense Adjustments to the 2013 Appropriations. Motion carried.

SOLICITOR LIST: A motion was made to approve the Solicitor pay increase to an annual salary of $17,280.00 with police and civil pay combined with withholding and PERS contributions on the total amount by Mr. Hampton and seconded by Mr. Redfern. Vote went as follows: Mr. Rice no, Mr. Redfern yes, Mr. Hampton yes, Mr. Allen yes, Mr. Moore no, and Mr. Mohler yes. Motion carried. 

PAID BILLS:  A motion to approve Resolution 2013-74 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2013-75 to be paid bills was made by Mr. Mohler and seconded by Mr. Hampton.  Motion carried.

TRANSFER:  A motion to approve Resolution 2013-76 transferring funds was made by Mr. Mohler and seconded by Mr. Hampton.  Motion carried.

PARK & RECREATION COMMITTEE: Mr. Hampton stated that the draft for Rec league will be starting up soon. He also stated that the 5th and 6th grade girls basketball games will be on Saturday starting at 10am and going until 1pm.  Mr. Hampton also stated that once the Rec league begins, there will be games there from morning to night.

Mr. Rice stated that the climbing wall will be open this Thursday.

SAFETY COMMITTEE: A motion was made by Mr. Mohler and seconded by Mr. Rice to elect Mr. Redfern and Mr. Hampton to the Volunteer Fire Fighters Dependents Fund Board for 2014. Motion carried with Mr. Redfern and Mr. Hampton abstained from voting on them.

LEGISLATIVE COMMITTEE:  A motion was made by Mr. Rice and seconded by Mr. Mohler to accept the second reading of Ordinance 2475, the 2014 Appropriations. Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Rice to accept the first reading of Ordinance 2477, establishing the ARRA Grant Fund. Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Redfern to accept the first reading of Ordinance 2478, establishing the Grant Fund. Motion carried.

A motion was made by Mr. Moore and seconded by Mr. Redfern to accept the first reading of Ordinance 2479, an Ordinance declaring certain real property no longer needed for any municipal purpose and authorizing its advertisement for sale. Vote went as follows: Mr. Rice yes, Mr. Redfern yes, Mr. Hampton no, Mr. Allen yes, Mr. Moore yes, and Mr. Mohler no. Motion carried.

A motion to suspend the rules for Ordinance 2480, amending the 2013 Appropriations and Budget as an emergency was made by Mr. Mohler and seconded by Mr. Moore. Motion carried.

Mr. Hampton wanted to back up to recreation. He wanted to say thanks to Tim Bobb for replacing the lights and that they appreciate it. Mr. Rice asked about the thermostat. Mr. Hampton stated that the thermostat is locked. Mr. Hampton stated that gym units have covers over them but the one on the stage is messed with. Council discussed the temperature on the second floor of the Rec Center in the weight room.

OTHER OLD BUSINESS: Mr. Redfern stated that he wanted on the agenda about advertising for bids for trash pickups. Mr. Hampton stated that the contract needs to be written out first and that the specs were put together and wanted to know if Jan had it yet. The Mayor stated that he thought Tom still had it and that Council should wait until workshop to talk about it. Mr. Rice stated that Tom was supposed to put together a list of where we want the dumpsters at. Mr. Redfern made a motion to get a trash hauling contract drawn up for bids with a second by Mr. Rice. Motion carried.

Mayor Lantz asked if there was any other old business. Mr. Redfern stated that he received a citizen’s complaint about her trash on Delaware Drive not being picked up now for three weeks. Mr. Redfern told her that this was between her and her trash hauler, who is B.A. Disposal. Mayor Lantz stated that he received a call about this as well and that he told her if they do not pick it up, it will fall back on her. Council discussed bidding to only one trash hauler for the Village and adding the amount to the utility bill. Mr. Rice asked if it was voted down on the ballot if it can be brought back. Jan stated that it could be. Jan stated that this can be done without putting it on the ballot. Mr. Mohler discussed turning utilities off if not paying trash bill if is on the same bill. Jan stated that this cannot be done. Mayor Lantz stated that he will call Somerset and see how they do this. Mayor Lantz stated that if Council wants to wait until the 16th, after the Mayor’s Meeting, will talk about how other Villages/Cities handle this.
